8. "the Holland solution" - or partial solution
I have read that about 1980 holland had (may still have) creative folks on a state salary -- no copyright royalties. Eg fiction writers.

If not included (my info was sketchy) the idea should be expanded to

Inventors
Singers, musicians
Photogs
Etc...all copyright folks

Then no legal tangle messes, no undeserving superrich.
