No, it's not, no more than it's listed that freedom of religion doesn't include human sacrifice, and the right to keep and bear arms doesn't include sarin gas or armor-piercing handgun ammunition. Doesn't mean those restrictions aren't constitutional the same as, say, a requirement for permits or other restrictions on demonstrations. This is simply a really poor point of argument.
