A federal grand jury yesterday indicted President Bush's former New England campaign chairman on four counts related to the Republican jamming of get-out-the-vote phone lines on Election Day 2002.

James Tobin, a resident of Bangor, Maine, had been identified by Democrats in mid-October as a co-conspirator in the telephone-jamming effort. He announced his resignation immediately but said the allegations were baseless.
