Bush blasts 'bigotry of low expectations'
Bush visited an inner-city Nashville school Monday to face down new criticism of his No Child Left Behind law, assailing "the soft bigotry of low expectations" that he said must be challenged for all children to succeed.

The President's visit to Tennessee came four days after the state released its first report cards under the No Child Left Behind Act (NCLB), setting off a wave of criticism from many educators, parents and policy-makers at the many schools that didn't meet standards.

That was particularly true in Memphis, where 149 of the 185 city schools, or 80 percent, were on the various lists for not meeting federal and state standards. Statewide, 47 percent of public schools failed to meet NCLB's benchmarks in every category.

The two-year-old federal law uses existing state measurements of student performance. But for the first time, it requires schools to meet the proficiency benchmarks for each of nine subgroups of students: five racial and ethnic groups, students with disabilities, English language learners, economically disadvantaged students and the school as a whole. Most criticism has focused on requiring the same proficiency levels for special-education students and English learners as others.

20. Condi gave him a new phrase, so he is using it.
Sorta like: "the world's most dangerous leaders with the world's most dangerous weapons" or the "mushroom cloud" statement. She's the one who makes up these phrases and the idiot-king repeats them.

He must really be under a strain if he's upset about low expectations. His entire life has been the triumph over one low hurdle after another. I'd like to return to a president who actually succeeded at one or two things in life before his dad and cronies bought him the Oval Office, please.

So he can smear anyone who doesn't like him as a bigot because the media whores and presstitutes have such low expectations of him that no one is allowed to expect any more of him than they do.
