OSCE summit hosts Russia - US row
Russian Foreign Minister Sergei Lavrov rejected European criticism of Ukrainian electoral procedures. He said the West was guilty of double standards, citing the litigation which followed the 2000 US presidential election. US Secretary of State Colin Powell dismissed the claim, countering with complaints that Moscow had still not withdrawn its troops from Moldavia and Georgia.

1. What exactly does troops have to do with the election?
Why can't anyone in the Boosh administration address the issue at hand without mudding things up?

Thanks to the administration, the U.S. look like complete hypocrites regarding the Ukraine election.
