"First" recount rather than machine count.

The counts ALWAYS go initial count, machine count, hand count. END. In every situation. Initial count. Machine count. Hand count. END.

The machine recount is the FIRST recount, and the hand recount is the SECOND recount.

It's not like either one of them won a landslide, why wouldn't they want the ballots counted 400 times just to make sure?
