Russia and China to Hold Joint Maneuvers

MOSCOW (AP) - Russia and China are set to hold unprecedented joint military maneuvers on Chinese territory next year involving both nations' air forces and navies, Russian Defense Minister Sergei Ivanov said in the Kremlin on Monday.

Ivanov, speaking at a Cabinet session chaired by President Vladimir Putin, said that the exercise would involve submarines and possibly even strategic bombers, the Interfax and ITAR-Tass news agencies reported.

``For the first time in history, we have agreed to hold a quite large military exercise together with China on the Chinese territory in the second half of the year,'' Ivanov said, according to ITAR-Tass.

``The Russian side will bring not big numbers of servicemen, but mostly state-of-the art weapons - navy, air, long-range aviation, submarines to practice interaction with China in different forms of military maneuvers.''

Both nations frequently have spoken about their adherence to a "multipolar world," a term that refers to their opposition to a perceived U.S. domination in global affairs.


Putin and other Russian officials allege that the United States improperly influenced Ukraine's elections by funding democracy-building organizations. A Nov. 21 ballot in which the pro-Kremlin candidate was declared the winner was later annulled after allegations of widespread fraud and amid massive public protests.

Some observers have speculated that Russia could respond to the falling out with the West over Ukraine's presidential election by trying to forge a closer partnership with China and India, the second-biggest customer of Russia's military industrial complex.


During his visit to India earlier this month, Putin pushed for a trilateral summit with leaders of India and China and assailed U.S. "dictatorship of international affairs."

4. I think someone is thinking of regime change in our country
or maybe just getting ready to do away with the nusiance that America has become. We've thrown down the gauntlet and the world views us as being on a resource grabbing crusade. Red Dawn anyone? Or will they just nuke us out of the world's misery.

Its not just joint military ops, but far-flung alliances that are being conjured. I have read that China, Russia, India and even Brasil have
been contemplating a world-wide alliance to counter-balance the US.
It makes sense. Too bad for us.

CARACAS, VENEZUELA – Record world oil prices have filled Venezuela's treasury and helped President Hugo Chávez and his "Bolivarian Revolution for the poor" win two elections in recent months. Now, freed from worries about domestic political opposition, Mr. Chávez is using his new wealth to extend his influence beyond his nation's borders - and perhaps escalate his long-running confrontation with Washington, say observers.

In recent months, Chávez has expanded Venezuela's policy of supplying oil at below-market prices to poor neighbors. He has also made a major arms purchase from Russia and pushed for the creation of a regional petroleum corporation. A firebrand populist and admirer of Cuba's Fidel Castro, Chávez has often spoken of spreading his leftist vision across this continent, in contrast to the conservative economic policies that swept South America in the 1990s.

"Without a doubt, Chávez has very great pretensions of increasing his influence" in the region, says Alfredo Rangel, who heads the Security and Democracy Foundation, a think tank in Bogotá, Colombia. "Chávez wants to extend his Bolivarian project to new places."

More than ever, Chávez may be in a position to act. Domestically, he renewed his mandate with a victory in an Aug. 15 referendum, and regional elections in October gave his allies control of 21 of 23 state governorships. Meanwhile, crude oil prices have pushed foreign reserves above $20 billion and have enabled Venezuela to sell oil to Cuba, Paraguay, and elsewhere below the current $45 a barrel.

And I've heard figures ranging from 25-50% of their economy is based on exports to America.

Many Americans make the mistake of assuming that the Chinese government is fiiled with a bunch of crazy bastards, though there has been urging for years in American governmental circles to reevaluate the CHinese position as just being one of a vastly different paradigm.

The different paradigm is so different, though, that it is frequently impossible to predict what the Chinese gov't will do. If they see a trade advantage in a century by severing all ties with the United States today, for instance, then there's not a doubt in my mind they would do it.
