Dems May Challenge Electoral Vote Count

WASHINGTON -While Bush's victory is not in jeopardy, Democrats may force the two chambers to interrupt their meeting and convene separately to consider a challenge to Ohio's 20 votes, which put Bush over the top.

Underscoring that the outcome was not in doubt, Sen. John Kerry , who conceded to Bush the day after the Nov. 2 election, said he would not join the challenge. Instead, he was in the Middle East, thanking U.S. troops for their service.

In a statement, Kerry said ... he will present a plan later to improve voting procedures.

1. Are politicos in charge of the counting?

It seems from over here that American elections are administered by partisan figures; over here (England) they are run by impartial officials. It seems odd to me to have a Republican (or a Democrat) running the election itself.

Also putting a cross on a piece of paper is easier than punching a hole, and more transparent than a touch-screen computer.
