ALLE, Sri Lanka, Jan. 7 - Secretary of State Colin L. Powell made the final stop in his somber inspection tour of tsunami destruction and relief work here today, viewing the ruined waterfront of this coastal city where at least 4,000 people died and 120,000 lost their homes.

President Bush's brother, Jeb, the Florida governor, visited Thailand and Indonesia with Mr. Powell but flew home to the United States on Thursday morning.
