Schwarzenegger Proposes $111.7 Billion Budget (caps, cuts and borrowing)
SACRAMENTO — Gov. Arnold Schwarzenegger unveiled today a $111.7 billion budget plan that limits state support for all services, including schools and public health programs.

The plan closes an estimated $8.1 billion shortfall next year by holding the line on spending growth in virtually all levels of government but still relying on nearly $3 billion more in borrowing and a bet that California's economic climate continues to brighten.

Indeed, last year Schwarzenegger initially proposed big cuts to public health and welfare programs but backed away after running into strong opposition. By the time the budget agreement was reached in late July, the governor has given in on more modest plans to trim funding to state universities, salaries for home health care workers and cost-of-living increases for welfare recipients.

The final budget totaled $105 billion, some $6 billion less than this year's.

Still, the state had the luxury last year of spending nearly $10 billion in bonds that voters approved in March to refinance the state deficit and help solve the budget problem. Using only limited borrowing this year, Schwarzenegger is expected to propose closing most of the gap by cutting the rate of growth in key areas.

First is education, which represents nearly half of the state's general tax fund. The governor is expected to take about $2 billion from what schools might otherwise be entitled.

This guy is so slick, talking about how bad Davis' proposals to borrow and paper over the problems, well what has he done other then the same EXACT policies? He's done nothing but provide the illusion of "doing something" while all the starry eyed know-nothings nod in agreement to his vague policy speeches.

One thing is for certain, if that ballot gets off the ground to allow Kind Arnold to assume power, we have to fight that with everything we got to save America from this power hungry egomaniac.

12. I think it's pretty damn obvious why
I listened to Arnold's state of the union speech. Whether or not you agree with him, Arnold knows what he wants to do, is able to state his positions clearly and forcement, and is willing to fight for his policy proposals regardless of the political risks. He is the complete antithesis of the bland, wonky, and often risk averse style of governing that Gray Davis embodied.

The simple fact is that people are hungry for leadership. Arnold looks like a leader, talks like a leader, and acts like a leader. And he also has the advantage of being a single powerful executive contronting a diverse and often divided group of charisma-challeneged Democrats. Unless and until the Democrats are willing to unite behind a single leader, Arnold is going to do very well politically.

For quite some time the Democrats in Sacramento have behaved as if they owned the state. The recall of Gray Davis should have been a wake up call, but I think it's pretty clear that many Democrats still don't get it.

Bill Clinton gets it. He told Kerry that the American public would pick someone who's "strong and wrong" over someone who's "weak and right." That explains why Ronald Reagan crushed Walter Mondale even those polls showed that voters actually preferred Mondale's positions on the issues. And it explains how Bush managed to defeat Kerry even though a majority of Americans believed the country was headed in the wrong direction.

I'm not a huge fan of Arnold, but at least he has the courage of his convictions, whereas so many Democrats in Sacramento lack both courage AND convictions.

Stop kidding yourself, no fraud was neccessary, people still like the vague talker, everybody here HATED Davis, he had the lowest approval rating in the history of the Gallup; 19%. It was the perfect time for some strong man from the pop culture to fool idiot Californians into giving him a chance. After all, we worship movie stars as it is, you should see our local news, its like ET.

Arnie will veto anything they want to pass and go around them with special elections to push the corporate agenda forward. He has raised more money from special interests than any other governor and he is beholding to all of them. He has outsourced the executive management of every state agency, board, and commission to lieutenants in his little Nazi army. He is well financed and the more than half of the voters will vote how he tells them to vote. His spinmasters are masters of Orwellian doublespeak, the media is behind him. Arnie is on a roll that even Dubya can envy.

if you think votes are cast in stone so to speak, or that Ahnold possesses qualities that appeal widely, you might well reach the conclusion that both he and GW were elected fair and square.
call me cynical if you must, but both those "elections" were run of by and for certain elements that do not reflect the prevailing beliefs and interests of the majority of US and CA citizens. Im certainly not shocked by the show of support above.

however, miraculously disappeared as soon as I hit the submit button. Curious.

Anyway Arnies budget is the "final solution" for us. Our rent subsidy went from $175 to $512!! Got the notice today!

The "ugly Americans" in Sacto want to cut disability and social security for handicapped and elderly also. I work as a live in caregiver, this program is about to get gored also.

Apparently, Medi-cal is another target to cut.
All of the above services are our very life line!! Next will be lack of heat, less food, no clothes, no car, no insurance...I'm suppose to be happy about this? Are we suppose to just "suck it up". Are we suppose to remain calm and not get extremely distressed and angry?
I raise my grandson. His school/education is on the chopping block too I see.

What kind of mindset takes MORE away from the poor and guts education so people can't rise above?????????

What is up with all this crap!!? They borrow MORE MONEY to cover what exactly? What state spending is still intact?? Anyone know?

Rich republican folk better lock their doors cause some nasty shit is coming down the pike after this! You can only oppress and antagonize people so far then the oppressors shall have to reap the whirlwind! :nuke: :nuke:
