The Federal Emergency Management Agency blames he problem on a computer glitch and say oficials are working to recoup the money.
Dan Craig is the director of FEMA's recovery division. He says the problem occurred throughout the state but he downplayed the error, saying the agency processed one-point- two million applications statewide.
Craig also defended allegations that FEMA paid millions of dollars in fraudulent disaster aid claims in Miami-Dade County, which missed a direct hit by a hurricane by 100 miles.
