Troubled MI6 hires private eye

Intelligence chiefs appoint leading businessman to bring management expertise



A SENIOR business figure has been appointed to the top ranks of MI6 in the first major revamp of the organisation in modern times.
After the criticisms made by Lord Butler of Brockwell, the former Cabinet Secretary, in his report last year on the faulty intelligence behind the decision to go to war in Iraq, the organisation has made two senior appointments aimed at providing tougher oversight of all the service’s agent-running operations.

The businessman, a senior management expert in the private sector, will provide management expertise, while a long-serving career intelligence officer will head a new internal watchdog department.

However, after an internal review of all the intelligence-gathering procedures, carried out by an MI6 officer with 30 years’ experience, there are to be no sackings or demotions within the service for the perceived failures behind the controversial government dossier on Iraq’s weapons of mass destruction. No weapons have been found. Unlike the more drastic changes now under way at the CIA in America — which have already involved a number of resignations and sackings at the highest level — the MI6 review has produced no recommendations for staff dismissals, intelligence insiders told The Times yesterday.

Instead, John Scarlett, the Chief or “C” of MI6 who produced the controversial dossier on Iraq’s suspected weapons of mass destruction when he was chairman of the Joint Intelligence Committee, has asked the management expert to join the board of directors. He has also appointed a career intelligence officer, who has been a head of station overseas, to run an internal watchdog responsible for trying to prevent a repetition of the Iraq failings.
