Geoff Hoon and Alastair Campbell will be grilled in the second phase of the Hutton inquiry into the death of government scientist David Kelly but Tony Blair will escape further questioning, it was revealed today.

BBC reporter Andrew Gilligan, whose report on the Radio 4 Today programme sparked the original row between the BBC and the government, will also face cross-examination, as will head of news Richard Sambrook and corporation chairman Gavyn Davies.

The Ministry of Defence permanent secretary, Sir Kevin Tebbit, and its head of press, Pam Teare, will be quizzed about the way the department handled the outing of Dr Kelly's name.

John Scarlett, the chairman of the joint intelligence committee and who Mr Blair said had "ownership" of the September dossier on Iraq weapons, is also being recalled.
