Blaming the "devastation" on Saddam is a blatant lie. The things that were in disrepair could've been far more easily fixed and ameliorated than he's giving credit for. This is JUST a way to shift blame to that evil-doer Saddam, the one we had no business deposing in the first place.

That was already said by somebody from that administration a long time ago. Besides, they are not really admitting anything, they are blaming Sadham for the problems because Iraq wasn't taken care of properly. So what was the admission? A little ignorance on how bad of shape Iraq was in? I guess a little bombing by the U.S. didn't help matters either.
