Merit pay, and if you don't like it you can take it up with a panel appointed by your boss. They want to spread this through out the government.

1. They have to bust the remaining unions to accomplish their mission

They can't completely destroy the middle class until the unions are gone.
Then you will see the return of sweat shops and the end of safety regulations in this country.
All your benifits will be gone, even for those non-union companies that offer benifits to keep unions at bay.
Reagan started it and bush plans on finishing it.
