DUBAI (Reuters) - U.S.-controlled Iraq (news - web sites) Sunday unveiled sweeping reforms allowing foreign investors into all sectors except oil, ending 30 years of state economic control.



Iraqi Finance Minister Kamel al-Keylani said Sunday the reforms would "significantly advance efforts to build a free and open market economy in Iraq," spur economic growth and speed Iraq's re-entry into the international community.


The list of reforms for liberalizing foreign investment, the banking sector and taxes and tariffs read like a recipe devised by Washington for a capitalist Iraq.


"Iraq needs jobs, it needs to have growth," a senior U.S. official involved in Iraq's reconstruction said.

So it looks like Haliburton and it's subsidiaries win on this deal.
They are the only current "outside participation" company.

Oh no, this colonial invasion was never about Oil was it?

But former US President Bill Clinton, on a visit to Dubai, urged moderation from American firms.

"We should play a role and spend a lot of money there, but we shouldn't dominate," Mr Clinton said.

But US Treasury Secretary John Snow rejected the suggestion that US had dominated the drafting of the reforms, saying they were the "proposals, ideas, and concepts of the Governing Council".
