Secretary of State Colin Powell is looking for help from Europeans, Russia and the United Nations in dismissing Yasser Arafat as a failed Palestinian leader.
Since most of the world still sees Arafat as the Palestinian the United States and Israel must deal with, Powell's pitch at a so-called Quartet meeting on Friday had limited prospects.
Many Arab and European governments have urged the administration to put pressure on Israel to withdraw from the West Bank and roll up Jewish settlements there.
But the White House insists the first step toward peacemaking must be the dismantling of Palestinian terrorist groups. Unlike other governments, the Bush administration considers Arafat out of touch and to be ignored..Powell intended to ask them to make clear to Arafat that he should "get out of the way"..
