Stamper takes rap for WTO in his memoirs

While "Breaking Ranks" covers a variety of issues, it's the chapter on the World Trade Organization riots that probably will be the most compelling to Seattle citizens.
The riots that plagued the WTO meetings shattered Seattle's innocence, caused $2.5 million in damage and gave Seattle officials a harsh comeuppance that Stamper is a long way from forgetting.

"They divided our forces and spread the already thin ranks to the point of breaking ... At that point we were left with few options ... gas is one of them," he said. He also was pained to learn of incidents in which police (King County and Tukwila officers) assaulted civilians.
When later asked by reporters whether he had seen any inappropriate behavior among the officers, Stamper told them he had.
