LAT: Memo on 9/11 Plotters Blocked

Memo on 9/11 Plotters Blocked
By Josh Meyer, Times Staff Writer

WASHINGTON — A chilling new detail of U.S. intelligence failures emerged Thursday, when the Justice Department disclosed that about 20 months before the Sept. 11 attacks, a CIA official had blocked a memo intended to alert the FBI that two known Al Qaeda operatives had entered the country.

The two men were among the 19 hijackers who crashed airliners into the World Trade Center, the Pentagon and a field in Pennsylvania.

If the FBI had received the official communique from the CIA's special Osama bin Laden unit when it was ready for transmittal in January 2000, its agents likely could have tracked down the men, according to U.S. intelligence officials familiar with a newly declassified report of the Justice Department's inspector general.

Officials involved in the case of alleged would-be hijacker Zacarias Moussaoui had attempted to block release of the report, asserting that it would compromise the outcome of his case. But Inspector General Glenn A. Fine went to court and won release of the report after deleting the section on Moussaoui.

2. How quickly will the CIA respond to this heaping pile of crap?...
...The FBI has the responsibility to track people of questionable backgrounds once they get into the US, not the CIA. To that extent, the FBI maintains a database of people that will automatically warrant surveillance once they enter the country. In other words, the FBI does not need to rely on another agency to get the information they need to track potential persons of interest.

What else can or will be blamed on the CIA?

5. "Missed opportunities"
"One of the well-known missed opportunities was the fact that Almihdhar and Alhazmi had rented a room in the Lemon Grove home of a well-established local FBI informant. In a footnote, the report discloses that the informant was paid $100,000 in 2003 for his work over the years. However, he never told his FBI handler important details about Almihdhar and Alhazmi, and said afterward that he had known nothing about their terrorist connections or plans."

Well isn't that interesting. Sibel Edmonds claims that the FBI had very precise information by April 2001, from a "long-time Iranian FBI informant", which in all likelyhood is this very same Abdussattar Shaikh, who "knew nothing about their terrorism connections" and who was paid $100,000 by the FBI in 2003 (to keep his mouth shut?).

Dan Hopsicker went to San Diego to investigate "Dr." Shaikh:
http://www.madcowprod.com/04112005.html

When are people going to smell the fishiness? The CIA know, but they don't pass the information on to the FBI? The FBI field agents who try to investigate the highly suspicious Arabs taking flight lessons see their investigations repeatedly sabotaged by certain people in FBI HQ. Bush is told that "Osama plans to strike within U.S.", but does nothing. War drills involving simultaneous airliner hijackings are scheduled for September 11. One of the "al-Qaida" conspirators (General Mahmoud Ahmad) meets with the CIA, NSC and the Pentagon in the days leading up to the attack, after he has instructed $100,000 to be wired to Mohammed Atta. It takes less than a month to prepare the Patriot Act. It is rushed through Congress with the help of Anthrax letters from Fort Deterick which the Federation of American Scientists' report concluded was probably prepared before 9/11.

6. my own conspiracy theory after reading this article:
in January of 2000--Bill Clinton was still

President

Poopard Bush #41 wanted very much to destroy the presidency of William Jefferson Clinton and to that extent he had his goons spreading rumors about Bill Clinton which started the whole WhiteWater Investigation, then came Paula JOnes, then came the Lewinsky Affair --a non-impeacheable offense--except for the force of the right wing republicans and christian coalitioners which kept making a mountain out of a mole hill so as to diminish and destroy the Clinton presidency.

Then, in l998 when Clinton could have bombed the life out of OSAMA BIN LADEN the rabid republicans started to squeal about how that was a wag the tail (or was it wag the dog?) thing so as to distract from the Lewinsky affair...

and still all the while, boiling inside of him and rumbling ill wishes inside of him like the hot moving magma inside a volcano, #41 wanted to destroy the Clinton presidency.

In January of 2000, when the CIA person stopped communication of the Memo making note that Al Qaeda operatives could seriously do harm to the U.S... Bill Clinton was still PRESIDENT of the U.S.A -- and POOOPARD BUSH #41, a man known for his connections to the CIA and for the underground and covert alliances he likes to he make ... was still, like a slithering snake, plotting to get rid of Bill Clinton...

He was also the only ex-president who had requested to receive copies of the CIA and FBI daily briefings.

Soooo...the big question is... WAS THE CIA MAN WHO STOPPED THE MEMO FROM GOING FORWARD TO THE FBI, LINKED, IN ANY WAY, TO POOOPARD BUSH #41?

Why, too, do Fine's investigators give up trying to find an answer to all of this? Has Pooopard and his goons, threatened (or bought off) any of them?

Was Poopard hoping that whatever harm was to be done to the U.S.A. would be done during the Bill Clinton presidency?

Then, when 9/11/01 came, had Poopard #41 and his goons forgotten all about the blocked CIA memo?

Or, being that they were already on a march to establish their fascist regime here in these United States, and needed a Reichstag like event to proceed with their march, did they allow in full knowledge, and all willingness, for 9/11 to happen?

Is Poopard and, are his goons, including the Resident #43 and those in the Resident $43's administration, purposely blocking any and all answers that may come out of an honest investigation into the 9/11 AFFAIR...because at this point, in this mind, 9/11 looks more and more like an AFFAIR between OSAMA BIN LADEN, POOPARD BUSH #41, AND SON OF POOPARD BUSH, w#43.

That in short, is my conspiracy theory.

24. I agree the effing word is just used way too much and is childish but.....
childish is okay too. Conveying your ideas and your observances is what the other poster is getting on about. The problem is that some people worry about image to where it hinders what they think they can do. I can kind of understand where you are coming from with thinking * and poopared or poopy pants pappy are the main perpetrators. Mostly myself I think they are just a couple cogs in the wheel.

The idea of a cog shows it can point in many directions if you turn it but also points to the center regardless, it holds the wheel together but is only part. Other things gather around the cog to make it work but it is useless in it's self. Where ever it travels it must bring the others if it is to go. The metaphor which disarms, relaxes and lets them think their own thoughts and ideas.

Poopy Pants Poopared would indicate someone was infantile I would think, (which they are it seems)but is that the element that gives them their nomenclature as catalyst in the mix. Or are they even the catalysts?

29. Frankly They could be the most vile things my eyes have seen
I would not dismiss them lightly on any account. They are some of the progeny to Aristocracy here in America. Aristocracy is much more vile the stinking maggots that eat rotting flesh.

Aristocracy robs the babies from the cradle and saddles them with things they should never have to see let alone be indentured to. Has anyone taken a look at the national debt lately? The bankers are betting that $25,000.oo+ per person that it divides into will be able to get paid back to them with INTEREST. While their other corporate minions along with thousands of other multinational corporate minions promote all forms of evil on the rest of world.

You may say that they don't really all mean to do all that, but regardless most know they are inexorably part of it. All to serve this plutocracy with a BFEE aristocracy riding in one of the catbird seats. No, man was not meant to live like this and them shackles will be broken and shattered. The question is will we all be smart enough to make it better or worse?

If you saw a walking pile of flesh eating maggots walking around would try to understand it, know what it was about or just get rid of it?

Anything But Clinton

If Clinton supported, approved, or implimented something it HAD to be rejected, ignored, or reversed.

The National parks land order*-Immediately over turned by W
The Ergonomics study (10 yr. study commissioned by Poppa Bush and then HHS head Libby Dole)-reversed
Counter terrorism (per Clarke and O'Neill) - ignored. From Jan 23rd 2001 on they were focused on Iraq.

And so on.

*-the land thing was a real "Bubbas to Birkenstocks" (my saying) deal. 10,000,000 opinions were filed on it through town hall meetings, letters, e-mails, and virtual town hall meetings. The vast majority of which said "Leave the parks alone" and that came from hunters, fishers, spelunkers, birders, photographers, climbers, bikers, hikers, naturalists, enviros (Bubbas to Birkenstocks). The mining and timber industries were shouted down when their suits showed up so they acted like it wasn't happening and then cry "Legacy making!!" and "No one saw that coming!!" and MSM carried it like good little minions.

23. Yes, they have become that, but this is not
an example of that I think. This is very serious - the meeting in Kuala Lumpur in which 9/11 was discussed was monitored by several intelligence agencies, American and foreign, and when two of the participants takes up residence in the US, someone high up in the CIA orders the Counter-Terrorism Center not to inform the FBI about this, even though it is known that they are planning a big terrorist atack. That doesn't smell like just icompetence to me.

The main perpetrator of the deceit, the individual that collects the information is to insulated to attach retribution to, so fixing the sights on others like the snitch is the very next goal. People lash out because of fear, being easily assessable and part of it is just the mishap of a snitch or a whistle blower

11. COFER BLACK PERJURY - CIA blocked memo to alert the FBI about hijackers-
Edited on Fri Jun-10-05 09:01 AM by leveymg
June 10, 2005. In his sworn testimony before the Joint Intelligence Committee in October 2002, former head of the CIA Counter-Terrorism Center stated under oath that the CIA staff neglected to inform the FBI when it became known in early 2000 that Flight 77 hijacker, Nawaf al-Midhar, had entered the US.

In this sworn testimony, Cofer Black stated that he and Agency staff had simply missed the importance of reports that know al-Qaeda terrorists had entered the US after attending an al-Qaeda planning summit. According to the then CTC director -- who after 9/11 was promoted by President Bush to head State Department Counterrorism -- the CIA Center failed to pass this information on to the FBI in early 2000 because staff were distracted and overworked. For more information see:

http://www.democraticunderground.com/articles/03/03/01_crimes.html
http://www.democraticunderground.com/articles/02/09/p/26_failed.html
http://www.scoop.co.nz/stories/HL0310/S00257.htm

However, as we learned yesterday, Black's testimony to Congress was a material misrepresentation of what is the most important question that Congress had for the CIA. Why wasn't the FBI informed in a timely way of this obviously critical development in tracking known al-Qaeda terrorists?

As ranking officer at CTC, Cofer Black was in a position to know about the Center's memo that had been prepared for transmittal to the FBI at the time. He was also clearly in the chain of command that would decide to block the memo's transmission to the FBI. Nontheless, Black told Congressional investigators something quite different, and his testifimony under oath before the Joint Committee was patently false, in light of the facts that were released yesterday.

US intelligence first became aware of Nawaf Al-Midhar in 1995, when he was referenced in a telephone call from a major al-Qaeda communications center in Yemen intercepted by the NSA. That communications post was run by Nawaf's uncle. The Al-Midhar family has long been prominent within the militant Yemeni Islamic opposition. Osama bin Laden's family is originally from Yemen, which has been the center of armed opposition to westerners for many decades since the British occupied the key port city of Sanna and built a huge naval base there, which in the late 1990s was again visited by US naval forces after a long absence. This was viewed as a serious provocation by local Islamic radicals. The USS Cole was blown up in Sanna harbour in October, 2000 during a "refueling stop".

In January 2000, The Agency had trailed the al-Midhar and his partner, Khalid al-Hazmi, as they travelled to a meeting with top al-Qaeda planners in Kuala Lumpur, Malaysia. That meeting. at which 9/11 and the bombing of the USS Cole were planned, was surveilled by multiple US and allied intelligence agencies. Al-Hazmi and Al-Midhar reentered the US on the same flight from Bangkok on January 15, 2000.

Somehow -- and this has been a major gap in the record -- the CIA neglected to notify FBI of the entry.

Now we know that this failure to notify the FBI was no oversight. A command decision was taken by the CIA -- Director Tenet had been briefed on multiple occasions about al-Midhar and al-Hazmi and the Kuala Lumpur meeting. The only question that remains is, why did the CIA allow known al-Qaeda terrorists to run free across the US, and complete their mission on 9/11?

The Bush Adminsitration must appoint a special counsel to immediately investigate this. Any delay can be viewed as obstruction of justice, and as an impeachable offense.

20. This line of B.S. is just the last fail safe fire wall set up and now used
If you really look into what when on and all the data MIHOP is the only possible answer. The hi-jacked planes were just a ruse. Mostly it factually impossible for any planes to do what was alleged.

Planes did hit the two towers but it is even impossible for the government to prove that the alleged planes were the actual planes that hit the towers. The responsibility (which they shirked) is on the government to prove it's case. A lot of evidence, motive and parlayed responses do not work. They in fact even seem to be have been set up to somehow conveniently fill a big void of where questions are asked. The questions are answered with evidence that can't be corroborated or is just left blank because it traceable back to dead ends.

The entire secret apparatus of many government agencies are replete with deceit. They have been sworn to We the people, to be of good service under this constitution that is supposed to unite us, yet seem to do the opposite. The track record on many of these agencies is not stellar or exemplary. That alone should give pause

13. So what are we to gather from all this?
The CIA blocked this memo, and most likely others as well, in order to allow these terrorists to enter the country and remain undetected. The only reason for this is to spoil any attempts to stop these attacks. So, we have terrorists entering the country with the help of the CIA, we have them training at "flight schools" owned and operated by the CIA, we have Bush ignoring PDBs that tell of Osama's intention to "attack within in US," we have reports of foreign intelligence agencies warning the US about terrorist attacks, and we have all the bizarre events occurring on 9/11.

Who has extensive connections to the CIA? Poppy Bush, who's been running this country for 16 of the last 25 years (thanks to Clinton, we had a short reprieve, but he paid dearly for it). I think all 9/11 paths lead to the Bush Family, and especially Poppy.

15. AFP - FBI failed five times in pursuit of September 11 hijackers 32 minut
WASHINGTON (AFP) - The FBI failed at least five times to detain two of the September 11 hijackers who took part in the attacks on the United States in 2001, according to a newly declassified Justice Department report.

The report said the US authorities could have arrested Al-Qaeda members Nawaf al-Hazmi and Khalid al-Mihdhar, who were in the plane that smashed into the Defense Department headquarters near Washington, just before September 11.

"The FBI's investigation then was conducted without much urgency or priority," General Glenn Fine wrote in the report, which was completed in November 2004.

Several probes have criticised the Federal Bureau of Investigation and the Central Intelligence Agency for ignoring signs that the attacks on New York and Washington were being planned. Some also mentioned the cases of Hazmi and Mihdhar.

17. I still think it is a poor plan to mess with the CIA.
Edited on Fri Jun-10-05 09:51 AM by davsand
I've said it a bunch of times before and have YET to be proved right, but I just think it is not terribly bright to mess with the CIA like they are. Remember, the CIA is the gang who brought you fixed elections and assassinations...

Kinda like we have had here in the US, I guess...

Anyhow, I honestly think that part of the CIA gang is happily on board with the current regime, but there are a lot of patriots in there who will get tired of the lies. When THAT happens the asswipe in the WH may as well pin a target on his ass.

My speculation (Agent Mike, I don't KNOW anything so don't bother coming to see me) is that the CIA folks will either put together another Texas Book Depository scene or else they will put enough horrible stuff out in the public to force an impeachment that is driven by the "sane" GOP members.

My personal bet is that it will be this last scenario. I think you are gonna see more info come to light of the magnitude of the DSM and Gitmo torture. I'm betting even more torture photos are gonna turn up from Iraq and they will make the first go-round look like a Disney film. You may even see some very high level memos approving torture and abuse of prisoners. Certainly, you will see letters confirming the the asswipe and his merry band ALL knew the torture was going on...

I'm waiting. You just CAN'T pull the CIA's tail and not get a chunk taken out of your ass.

<snip>

Apparently this report was released in conjunction with the Zacarias Moussaouri case. Drawing no conclusions, it does add more fuel to the fire of incompetence.

34. Well ya know what that means, "Break out the Medals of Freedom"
Fuck them, assholes oh, but I'm being rash just because I live in the DC area, just becasue my child was one mile away from the Pentagon when that happened, just becasue I lived in NYC for 10 years and think it's the best place on earth. So, when I say "Fuck them, assholes" I'm just being rash. They do all deserve their medals, now don't they. I'd like to pin it on them personally.

PNAC "resolved" to have 9/11 happen....They basically let it fall straight out of the sky, period.

40. (I smell something.) So, does this 'new disclosure' show it's Clinton's
... fault? Now we're getting "information" about something that was nearly two years befor 9/11 and a full year before the Bushoilini Regime took the White Outhouse? Where was the Republican Congressional oversight on this one? I wonder.

42. An alternative possibility:
Edited on Sat Jun-11-05 12:53 AM by Mike Niendorff

Perhaps this just shows that some of those who allowed the attacks to happen were put in position prior to the formal Bush coup. In that case, the terror pipeline doesn't just begin and end with the formal Bush regime. There is something bigger moving behind the scenes.

(</speculation> )

41. I want to know the name of this "John" and his ties to PNAC.
America deserves to know the truth, the whole ugly truth, and nothing but the truth.

As the above poster said, let the chips fall where they may.

43. Anything coming from a shrub "justice department"
is suspect to me. Just like HeeHaw being "mislead" by the CIA into the iraq war. I have no faith in any organization that answers to bush to tell the truth.

like the chief sleeze of staff who was Cantbeleeva's co-author.

47. Yes: They're all neo-cons or connected to major fuels. It was rigged
to find a few unimportant faults, and get everyone's attention back onto American idle.

The 9/11 comission was an exercise in Soviet style cover up.

48. Quote from Richard Clark's Book "Against All Enemies:" Bush knew.
Edited on Sat Jun-11-05 02:51 PM by jazzjunkysue
(written by Richard Clark, Clinton and Bush 43's counter terrorism advisor, who took over in the situation room when Condi asked him to on 9/11: )

page 294 6th paragraph, Appendix A:
"President Bush was regularly told by the director of Central Intelligence that there was an urgent threat. On one occasion-he was told this dozens of times in the morning briefings that George Tenet gave him. On one of those occasions he (Bush) asked for a strategy to deal with the threat.

Condi Rice came back (to Clark) from that meeting, called me, and relayed what the President had requested. And I said, "Well, you know, we've had this strategy ready since before you were inaugurated. I showed it to you. You have the paperwork. We can have a meeting on the strategy any time you want."

She said she would look into it. (snip) and as far as I know, the President never asked again. I do know he was thereafter continually informed about the threat by George Tenet."

(Later, from the 9/11 commission report, the last 2 lines in Clark's book: page 303)
"But noone forced the arguement into the open by calling for a national estimate or a broader discussion of the threat. The issue was never joined as a collective debate by the US government, including the congress, before 9.11..."
