Most of U.S. agency's anti-malaria budget spent on consultants

By Donald G. McNeil Jr.
NEW YORK TIMES NEWS SERVICE

June 11, 2005

Although its budget for fighting malaria has risen more than sixfold since 1998 – to $90 million from $14 million – the United States' foreign aid agency is spending 95 percent of the money on consultants and less than 5 percent on mosquito nets, drugs and insecticide spraying to fight the disease.

The spending priorities have touched off an intense debate between the U.S. Agency for International Development and its critics, who include two of the Senate's most conservative Republicans.

The critics also accuse the agency of concealing how it spends anti-malaria money. The list of contractors on its Web site has not been updated for four years, and Brownback said the agency gave him "vague descriptions and math that doesn't add up." Simple graft is to be expected of this administration and their appointees! Where's the "missing" 8.8B? Robbing us of 1700 of our sons and daughters through deceit is incomprehensible.

3. Faith-based, no doubt...
...drive the skeeters away by the power of prayer! Failing that, massive DDT spraying everywhere on earth, courtesy of Toxic Tommy.

(BTW, I'm aware that carefully DDT, when used carefully and in small quantities, is likely a viable malaria control method--but I'm damned if I trust this administration to design and oversee that.)
