BAGHDAD, Iraq - U.S. and Iraqi officials are considering difficult-to-swallow ideas — including amnesties for their enemies — as they look for ways to end the country's rampant insurgency and isolate extremists wanting to start a civil war.

Negotiations have just begun between U.S. and Iraqi officials on drafting an amnesty policy, which would reach out to Iraqi militants fighting U.S. forces, say officials in both the Iraqi and American governments.

But foreign extremists like Abu Musab al-Zarqawi, responsible for
Iraq's bloodiest attacks, would not be offered any amnesty, the Iraqi and U.S. authorities told The Associated Press in recent days........

Maybe they are hoping they'll feel that the US is so sad we aren't worth the bullets. This is truly pathetic. Where is the gusto, or the desperation? These are feeble fare compared to "Vietnamization" and the assorted myth makings of the past.

They are trying to alienate Iraqis in Washington situation rooms. What a an arrogant gd bunch of amateur morons. They are neatly entrenching the foreign fighters that probably no Iraqi really wants there. that is the miracle of WH foreign policy. ALL they really wanted was to divide and keep divided the Iraqi people while they rob the store.

Now they need them united for a pesky group of instigators who probably are not responsible for the majority of the bombing campaigns?
