"It used to be said that democracies were difficult to mobilize for war precisely because of the debate required," Wilson said, going on to say the lack of debate in this case allowed the war to happen.......

37. NOW we need to start badgering James Sensenbrenner - who chairs
the House Judiciary Committee. Let him start collecting a nice long string of sleepless nights. Hound his congressional office demanding impeachment proceedings, and investigations. YES he's a republi-CON. But he's also up for reelection next year. So he's still beholden to the voters.

It was the Republicans, once upon a time, who finally tipped the scales against Nixon. Don't ever forget that.

If the polls keep going this way, and we stay strong, and the Downing Street Minutes keep gathering momentum, and more mothers of lost soldiers keep speaking out and demanding bush's impeachment, it will NOT be an exercise in futility.

Monday Morning - start houding Sensenbrenner. Sleepless nights ahead for you, pal. Better start stocking up on Rolaids...

25. Seems alright to me
The vote count is still increasing so, in spite of the never-changing split in percentage, it appears the thing is still working. The count is going up pretty fast; in the time it took to read a couple posts on this thread and type this message it went up by 100.

the president prosecutes the war, but does NOT make the decision to engage it.

32. ah, yes, the much abused and dubiously constitutional war powers act
the constitution trumps the war powers act.

and even under the section you cite, congress still reserved for itself the power to declare war. the president merely has the power to "introduce ... armed forces", which is not necessarily the same thing.

in the case or iraq, in particular, where the introduction of forces was preceded by much congressional deliberation and a virtual, if not explicit, declaration of war, my point stands.

And as you know, the President can engage Armed forces in a conflict prior to a declaration of War. Indeed that is a criticism that has come out with the DSM ruckus. Namely, the conflict was escalated in order to draw Iraq into a second Gulf War.

I'm also more than willing to give the fair share of blame to the Republican controlled Congress.
