U.S. Army Corps of Engineers Awards Logistics Support Contract to Provide Services in U.S. Army Europe's Area of Operations

WINCHESTER, Va., June 21 /U.S. Newswire/ -- The U.S. Army Corps of Engineers' Transatlantic Programs Center today awarded a logistics services contract to support the operational readiness of U.S. forces deployed to the Balkans and other areas, as needed, within the U.S. Army Europe (USAREUR) area of operations.


The contract, called the USAREUR Support Contract, was awarded to Kellogg Brown & Root Services, Inc., of Arlington, Virginia. The contract has a two-month phase-in period and a one-year base performance period. The contract also has four option periods, each of which can be exercised at the government's discretion. The total contract period is five years.


Awarded on behalf of USAREUR, headquartered in Heidelberg, Germany, the contract will provide logistics support, temporary construction, and associated services to U.S. forces deployed for peacekeeping operations in the Balkans and for future contingency operations within that command's area of operations. USAREUR will determine when this contract will be used to support military contingency operations and military training exercises. USAREUR is responsible for Army operations in more than 90 countries in the European theater, which includes all of Europe, most of Africa, Russia and Israel.


The USAREUR Support Contract is an indefinite delivery/indefinite quantity contract, which is a type of contract authorized under the Federal Acquisition Regulation. This type of contract does not specify a firm quantity of services, other than a minimum and a maximum quantity. It provides for the issuance of individual task orders for work during the period of the contract as the government determines its requirements. Under the USAREUR Support Contract, task orders may be fixed price or cost reimburseable, depending on whether the requirement can be completely and accurately defined at the outset or can only be generally described.

I certainly hope someone is auditing all of these 'awards'; and, that someone knows what work has been done in the past, and what exactly this contract entails ("The USAREUR Support Contract replaces the Balkans Support Contract")

"...the types of services that could be provided under this contract..."

a Satement of Work should be more precise than "could"

A top Army contracting officer asks for an independent investigation

WASHINGTON, November 3, 2004 — Documents obtained by the Center for Public Integrity show that the Army Corps of Engineers ignored sharp objections by its top procurement official concerning Halliburton contracts in Iraq and the Balkans.

The most recent controversy surrounds the extension of a troop-support contract in the Balkans held by Kellogg, Brown & Root, a Halliburton subsidiary. Bunnatine Greenhouse, the contracting official, objected to the 11-month extension worth an estimated $165 million because she felt it was not justified. She has asked for an independent investigation of possible procurement fraud.

The Army awarded the Balkans Support Contract, worth an estimated $2 billion, to KBR on May 28, 1999. The contract, one of the largest service contracts the Army has ever awarded, was for one year with four annual options.

Because of the rotting garbage on counters & floors, the blood on counters and floors, the rancid spoiled meat being cooked and served to our troops...

4. All they showed of the mess hall on Frontline
Was a glorious buffet,fit for a restaurant.The reporter couldn't get a straight answer about cost,either.My stomach was turning,they have no armor on their vehicles,no vests,yet KBR is in the budget?:mad: :mad: :mad:

NBC News has obtained Pentagon inspection reports of unsanitary conditions at mess halls run by Halliburton in Iraq:

“Blood all over the floors of refrigerators, dirty pans, dirty grills, dirty salad bars, rotting meat and vegetables.”

An October report complains that Halliburton had promised to fix the problem but didn’t.

The contract is valued at more than one (b) billion dollars.

It gives the Halliburton subsidiary K-B-R the job of washing clothes, serving meals, repairing roads, building housing and providing other support for troops performing peacekeeping duties in the Balkans.

The U-S Army Corps of Engineers awarded the contract to the Houston-based company anticipating the Army will need about 68 (m) million dollars in logistical support for troops in the Balkans the first year and 234 (m) million dollars over five years.

The Army's "decision is an endorsement of the best-in-class support that KBR provides to the U.S. military worldwide," said Andy Lane, Halliburton's executive vice president and chief operating officer, in a prepared statement.

The contract follows the Balkans Support Contract Halliburton was awarded in 1999.
