Gov. LNG veto power sought

Feinstein wants state control over gas terminals.

U.S. Sen. Dianne Feinstein, D-Calif., will ask the Senate today to grant governors veto power over proposals for liquefied natural gas terminals that receive approval from federal energy regulators.

Feinstein's plan is an amendment to the energy bill now in the Senate. The House version, which passed in May, contained a provision that gave the Federal Energy Regulatory Commission sole authority to decide the safety and environmental appropriateness of LNG terminal sites. FERC requested the provision, which has the backing of President Bush.

Both Feinstein and Schwarzenegger have said that they have no problem with LNG terminals, but want states to determine the appropriate locations for the terminals.

Feinstein's amendment is co-sponsored by a bipartisan litany of high-profile senators, including Barbara Boxer, D-Calif., Edward Kennedy, D-Mass., Hilary Clinton, D-N.Y., Joe Lieberman, D-Conn., John Kerry, D-Mass., Olympia Snowe, R-Maine and Jack Reed, R-R.I.
