The slightest whisper could cause the terror level to be raised last year, but that was election season.

A major international city is bombed and nothing is done to the threat level.

I heard one report on ABC News Radio say that New York was already at an orange level alert so no raising of the terror alert level was needed. Aren't there subways in Washington, D.C., Boston, etc????
