WASHINGTON (Reuters) - Beginning in 2007, Americans may spring forward sooner and fall back later if a plan to expand U.S. daylight-saving time approved by House and Senate negotiators on Thursday becomes law.

Negotiators agreed to move the start of daylight-saving time in the United States from the first Sunday in April to the second Sunday in March. The end of daylight time would be extended by one week to the first Sunday in November.

The measure has emerged as one of the moves in the energy legislation expected to have the biggest real-world impact. The bill includes billions of dollars in incentives to increase production of oil, natural gas and other energy sources.

Lawmakers on Thursday scaled back the plan and delayed its launch until 2007 after concerns were raised that school children would be forced to wait at bus stops in darkness and farmers would plow their fields under moonlight.

The sun is up the exact same amount of time. Why would farmers be working 9-5? Don't they just work when the sun is up?

For that matter, why can't schools just adjust their time accordingly as appropriate?

The whole idea of daylight savings is anathema to me in the 21st century. It's a 19th Century hold-over. Just leave the clock alone.

The only good reason for a clock change is energy conservation, IMHO.

I don't understand how they are going to be plowing by moonlight unless they have a day job. If that is the case, they aren't really farmers are they? Their day job would be their occupation.

I am not saying that this is representative of the region or the country but many farmers around me (Jefferson Co. Wisconsin) already plow and also harvest in the dark.

Many of the operations are modest dairy operations in the 120 acre size range and require either the wife, husband, or both to have jobs in order to make things like health care and college educations possible for their families.

after the clocks are changed in April when you lose the hour. The change upsets the sleep pattern of the entire country. It is so senseless. Even when I reset my watch and clocks, I will look at my watch and still feel it is not the right time...that off feeeling. Multiply that by millions of people. I for one like the idea. I hate the winter when I get the fun of going to work and coming home in the dark.

I wonder if this will help lessen depression in the winter caused by people getting less exposure to natural sunlight.

I'm a big fan of DST.

And for those of you bitching about school kids going to school in the dark. Adjust the schedule - does it have to be written in stone?

As a kid I wasn't a morning person either - I'd have welcomed a little later start.

The measure was approved Thursday by the Energy Conference Committee made up of Congressional members from the House and the Senate who are working to harmonize their differing versions of the energy bill.

The legislation was first introduced by Congressmen Fred Upton, a Michigan Republican, and Edward Markey, a Massachusetts Democrat.

“Today, we shed some additional light on the need for conservation with our daylight saving extension,” said Upton. “Not only will Americans have more daylight at their disposal for an additional four weeks of the year, we will also be keeping our energy consumption as a nation down."
