White House May Sidestep Dems on Bolton

WASHINGTON - Frustrated by Senate Democrats, the White House hinted Monday that President Bush may act soon to sidestep Congress and install embattled nominee John Bolton as ambassador to the United Nations on a temporary basis.

White House press secretary Scott McClellan said Bush has used his power for temporary appointments when "he has to get people in place that have waited far too long to get about doing their business." He said that "sometimes there's come a point" when Bush has decided he needs to act.

Bolton's nomination has been stalled for months. Critics say Bolton, who has been accused of mistreating subordinates and who has been openly skeptical about the U.N., would hurt U.S. efforts to work with other countries on global matters. The administration says the tough-talking Bolton is ideally suited to lead an effort to overhaul the U.N. bureaucracy and make it more accountable.

Bush could put Bolton on the job by exercising his authority to make a recess appointment, an avenue available to the president when Congress is in recess. Lawmakers are expected to leave Friday for a summer recess and not return until Sept. 7.

...(V)arious Senators may request the State Department to clarify whether or not Mr. Bolton met with the grand jury and/or its investigators. If he did so, they may ask when this took place.

This disclosure is a requirement of the Senate Foreign Relations Committee, which...is still tasked with maintaing "the record" on John Bolton so as to inform the whole Senate.

I think it would be WORSE for the Admin. if he had the job for hmmm. a month or two, and had to stop down becaue of inditments!

The Constitutional provision for a 'recess appointment' VERY CLEARLY requires that the VACANCY occur during a recess. The Founders DID NOT envision or design this provision as a way of getting around the 'advise and consent' role of a Senate in session!

That such an abomination and abuse of Executive (unauthorized!) power is allowed to occur, no matter what the fucking Party of the President or Congress might be, is a fucking failure of Congress to do their duty and hold the Executive responsible for acting within the bounds of the Constitution! In my opinion, such an abuse of power is Impeachable, no matter whether it's Clinton or Bush(tard).

All these goddamn hypocritical, cowardly 'strict constructionists' who don't act on this as an unconscionable violation of the limits of Constitutional authority should FOAD!

Most likely Bolton got the info on Valerie Plame from the intercepts he received from NSA. Gannon was allowed to read the classified docs to do a hatchet job on Wilson in an interview early on.

Powell is still irritated about being set up at the UN presentation with phony evidence. Powell and Hughes will not risk prison time to keep Bush out of hot water.

Just hope Fitzgerald is taking plenty of precautions regarding his personal safety since the Bush/Rove/Cheney neo-con club is not about to roll over for him.

WASHINGTON (Reuters) - The White House signaled on Monday that President Bush may bypass the Senate and appoint John Bolton, his embattled nominee for U.N. ambassador, to the post temporarily as hope faded for a Senate vote on the nomination.

Congressional aides said a recess appointment could be announced as early as Friday night, immediately after the Senate is scheduled to adjourn for the monthlong August break. A recess appointment would allow Bolton to take up the U.N. post but he would serve only until January 2007.

The nomination of the blunt-spoken conservative has been held up by accusations he tried to manipulate intelligence and intimidated intelligence analysts to support his hawkish views in his post as the top U.S. diplomat for arms control.

Some critics have also seized on reports he may have been involved in leaking the identity of a CIA operative, Valerie Plame, but a U.S. official, speaking on condition of anonymity, said Bolton had neither testified nor been asked to do so before the grand jury investigating the leak.
