White House Effort To Discredit Critic Examined in Detail

The special prosecutor in the CIA leak probe has interviewed a wider range of administration officials than was previously known, part of an effort to determine whether anyone broke laws during a White House effort two years ago to discredit allegations that President Bush used faulty intelligence to justify the Iraq war, according to several officials familiar with the case.

Prosecutors have questioned former CIA director George J. Tenet and deputy director John E. McLaughlin, former CIA spokesman Bill Harlow, State Department officials, and even a stranger who approached columnist Robert D. Novak on the street.

In doing so, special prosecutor Patrick J. Fitzgerald has asked not only about how CIA operative Valerie Plame's name was leaked but also how the administration went about shifting responsibility from the White House to the CIA for having included 16 words in the 2003 State of the Union address about Iraqi efforts to acquire uranium from Africa.

Behind the scenes, the White House responded with twin attacks: one on Wilson and the other on the CIA, which it wanted to take the blame for allowing the 16 words to remain in Bush's speech. As part of this effort, then-deputy national security adviser Stephen J. Hadley spoke with Tenet during the week about clearing up CIA responsibility for the 16 words, even though both knew the agency did not think Iraq was seeking uranium from Niger, according to a person familiar with the conversation. Tenet was interviewed by prosecutors, but it is not clear whether he appeared before the grand jury, a former CIA official said.

"In a strange twist in the investigation, the grand jury -- acting on a tip from Wilson -- has questioned a person who approached Novak on Pennsylvania Avenue on July 8, 2003, six days before his column appeared in The Post and other publications, Wilson said in an interview. The person, whom Wilson declined to identify to The Post, asked Novak about the "yellow cake" uranium matter and then about Wilson, Wilson said. He first revealed that conversation in a book he wrote last year. In the book, he said he tried to reach Novak on July 8, and they finally connected on July 10. In that conversation, Wilson said he did not confirm his wife worked for the CIA but that Novak told him he had obtained the information from a "CIA source."'

More - this info is coming from the CIA.

"Harlow, the former CIA spokesman, said in an interview yesterday that he testified last year before a grand jury about conversations he had with Novak at least three days before the column was published. He said he warned Novak, in the strongest terms he was permitted to use without revealing classified information, that Wilson's wife had not authorized the mission and that if he did write about it, her name should not be revealed.

Harlow said that after Novak's call, he checked Plame's status and confirmed that she was an undercover operative. He said he called Novak back to repeat that the story Novak had related to him was wrong and that Plame's name should not be used. But he did not tell Novak directly that she was undercover because that was classified information."

69. I don't doubt that what you say is true but would like to see
a link if you have it. On Conyers' Blog someone who posted TPM Cafe and other links to VICE President Cheney's asking for the plans to begin nuclear war, began disappearing fast.

Someone on DU who started a thread saying she was freaking out because she had read the same thing, posted links and while I was reading the Daily Kos comments on the fact that Cheney seems to be ready to declare war on Iran WITHOUT going to the President - The Vice President has no war powers and several people think he has gone insane - I was booted off the Internet while reading the comments with a note that there was an AOL error and had to close.

Other people on Conyers blog have had problems and have had problems accessing his blog and for a space of 2 or 3 hours no one posted.

The person who was keeping the TIMELINE on the Downing Street Memos for Conyers with many links and help from a number of bloggers was deleted and the person did not have all the information in his backup. Said he wrote a more secure program and is starting all over again and asked if anyone had kept the DSM TIMELINE on their cached pages to help him out.

This was on the first thread on Conyers blog devoted to those who attended or hosted a DSM House Party and the Timeline person said he was in Prague.

Please go to Conyers' blog and some of the links to DSM with photos of the Rallies and parties on the DSM on July 23, 2005. You can post below the first two threads which are for the DSM parties.

If more people do not help Conyers and the AfterDowningStreet blogs by posting and giving hits to their sites don't expect those in the CIA, FBI, Pentagon and others in the Oligarchy to bring down this insane Regime.

unsure of where I got the idea that troops had been brought back to US bases....but this PNAC document clearly states the plan to raise the number of US-based troops from the (then) current 23 divisions to 27 divisions in FULL COMBAT READINESS. See page 37.

Can any Senate Democrat not see now that Sen. Roberts only use for his committee is as a tool to defend the political interests of the White House? And will anybody deny that the decision to investigate Fitzgerald comes down on the orders of the White House? "

with regard to computer/electronic equipment and its distribution of content and whether it may be relevant. My interest was around how the original document was created and wondered whether the Wilson write up had initially been on a classified computer. It is VERY clear there may be some things that may cause the White House to swallow a bit harder.

I see an out-of-control, working without-congressional-oversight, arrogant, self-serving administration weighing the possiblities. In my humble opinion, they will balk at the indictments, claim national-security interests and executive immunity, and immerse this republic into a worse Consitutional crisis than the Civil War.

They cannot comply with the Justice Department, because any compliance at all will tumble the house-of-cards they live in. They know it. We know it. Prepare for strife...

71. The Oligarch seems to be in Civil War mode according to a
former reporter for CloakandDagger.de. He was roughed up and arrested by the police (I think Canadian) after he had a radio show or an article on Cloak and Dagger though his family is very prominent and he said that he seemed to have hit the glass ceiling on what even left wing sites are allowed to inform people of - did not read the article and since he has been fired is not on Cloak and Dagger.de which is still very interesting.

By Oligarchy, I thought he meant Bilderberg whom I have read is against the Iranian war but who knows. The ruling classes could also include the pissed off CIA, the FBI and the Pentagon who keep saying in the MSM that Bush Regime is breaking the best fighting force in the world.

If they know that a number of Americans are REALLY against the atrocities of Bushco, someone just may act if only to save their own lives and their families from nuclear war.

Please support the Congresspersons who are stepping forward including the signers of Kerry's letter to investigate Gonzales for warning about one of scandals, Rovegate, I think when he was Special Counsel giving whoever a chance to shred documents. Think this was on Rawstory yesterday. Conyers has a lot of good links on his site and really needs more people posting, the same people are making a lot of the posts trying to show support for Conyers. Where is everybody??

Why wasn't the Conyers' Downing Street Memos parties and rallies reported or at least linked on the DU Homepage?

Deputy Attorney General James Comey told the media yesterday that if the government would have afforded Padilla the rights to which he is entitled as a U.S. citizen, he would "likely have ended up a free man," and people would have died when Padilla blew up an apartment building or detonated a "dirty bomb." Since June 2002, the Department of Defense has held Padilla as an "enemy combatant" on a naval brig in South Carolina. Federal courts have repeatedly ruled that the Bush administration's detention of Padilla is illegal. In conclusion, I don't like the smell of Comey. I don't trust him and he's friends with Fitzgerald. What goes around comes around. I only trust Howard Dean and Al Franken and Randi Rhodes. Assign one of them Special Prosecutor and I'll rest at night.

What I have direct knowledge of is drugs all over the USA. I personally know that most local police could care less about information given to them concerning drugs. They don't even care to get your whole story. Every response I've seen is, "It's under investigation and we'll take care of it." I think the local police want to act but they've been told for decades now from the DEA, "We'll take care of it." Every time local police get onto something the DEA takes over and then nothing comes of it so the local police just give up.

If either of these guys are connected to Van Harp then there's no hope for an honest investigation.

What precipitated this course of action?

"Gannett News Service reported on 10/1/01 that Bush was restricting information because, 'The Washington Post reported last week that various lawmakers had been told there would be more terrorist attacks if the United States retaliated.'"

The letter indicates that the Central Intelligence Agency was repeatedly stonewalled by the DOJ and, in fact, couldn’t even get their letters answered or calls returned. Here are some details:

-- On July 24, 2003, a CIA attorney left a phone message for the Chief of the Counterespionage Section of the Department of Justice noting his concern with recent stories apparently exposing the identity of Valerie Plame, an employee of the agency working under cover. There was apparently no response from the Department.

Fitzgerald understands fully what this administration is all about. And remember there are Joe Citizen jurors on the panel. Their eyes are being opened. They're learning all this for the first time, seeing the machinations of the mayberry machivellis.

The request for the legal ruling that Cooper and Miller testify said that the investigation had "taken an unexpected turn." This may be the turn, into the whole falsification of evidence that got us into the war in the first place. Fitzgerald fully understands that this case is not merely about one indiscretion but a pattern of lies and slanders. The only question is how far up does it go.

as a NJ'er and non Whitman fan, after seeing her comments on NOW, I think the OLD REPUBLICANS are involved in the take down. I used to be an ahole Rep. but converted during the Clinton witch hunt. Actually, I didn't vote Repub. for awhile previously.

Anyway, you have to remember that the RW takeover of the party came slowly. Many people vote party lines because they don't have time to follow the day to day changes in party platforms. Therefore, the miss of fiscal responsibility to the dems etc.

The RW kind of crept up on the repubs. In an earnest win at any cost, they simply missed the takeover of their party. I have really been thinking that they too are covertly fighting the RW'ers.

Remember, governmental jobs are fairly stable and there are more old time republicans in positions (lower than appointee positions) with lots of info access.

Kept hoping that McCain would lead the charge but kept getting disappointed. There must be others who really are concerned because what is going on now is a coup.

I even had hope at one point that the military would leak enough to stop the war before it started.

122. IMO, the most important vote they ever make is for Majority Leader.
They are a vote for Frist, McConnell and Santorum. They have become (to me) the same as all the rest of the Republicans.

They vote almost exactly the same as the rest of them - on Filibusters, on Judges, on Taxes, on Foreign Policy, against Investigations of BushCo, etc.

The whole "moderate" or even "liberal" Republican label is just a joke to me. They don't stand up to their party on almost anything.

In the Blue state elections, the Democrats need to make perfectly clear how they are a vote to continue the Republican rubber stamp for BushCo and the abdication of the Senate's Constitutional duties.

1. Is there a statute of limitations on any of the crimes which might be applicable.

2. I've seen a lot of leak time lines but something that I haven't seen on them is when Congress voted to give * Carte Blanche. Does anyone happen to know what day that was?

58. They forced the vote just before the '02 by-elections. Oct. 10, 2002
sticks in my mind (without looking it up--may be wrong). 125 congressfolk and senators voted against, 124 more than voted against the Gulf of Tonkin resolution (Vietnam). I found that heartening (progress! --lessons learned!). Paul Wellstone was still alive--he voted against, and was expected to lead the fight to stop an invasion of Iraq. His plane crashed soon afterward (before the Nov. '02 elections).

Just looked it up, Oct. 11, 2002, war resolution. Oct. 25, 2002, Wellstone crash.

That so broke my heart. Oh Lord, did that break my heart!

the Plame case ties in directly to DSM and so does Rep Waxman. They are both working hard on gathering the info. Perhaps they will bring articles of Impeachment on Bush/Cheney. If there are indictments of Rove and Libby this will push further into charges onto Rumsfailed, Wolfowitz, Rice, Powell and the rest. They are all guilty of falsifying Intell.

The RW will pull out everything they can to keep the Bush Regime from toppling but just maybe this time they won't succeed with their agenda.

This quote from WP today is what has forced Bush's hand:

". . .special prosecutor Patrick J. Fitzgerald has asked not only about how CIA operative Valerie Plame's name was leaked but also how the administration went about shifting responsibility from the White House to the CIA for having included 16 words in the 2003 State of the Union address about Iraqi efforts to acquire uranium from Africa."

Senator Roberts' announcement that his Committee will examine the Fitzgerald probe is shorthand to Fitz that the WH is about to play the Iran/Contra trump card.

Roberts will call the culpable parties before his Senate Intelligence Committee, grant them immunity from criminal charges in exchange for their testimony, and leave Fitz with only non-testifiers to go after. It follows that anyone else with possible criminal liability will be granted a presidential pardon.

Folks this is a replay from the Iran/Contra case. The Supreme Court precedent is there to justify doing it again. Recall that Casper Weinberger and 5 others were slated for trial, and all were pardoned -- upheld by the SCOTUS on the basis of Congressional immunity for their testimoney.

Fitz needs to get out the indictments ASAP, and ratchet up political pressure on Roberts' Committee not to grant immunity to those involved.

Fitz already knows this. I suspect he has been trying to build the irrefutable case against Rove, Cheney and possibly Bush to make it politically impossible for Bush to issue pardons.

The WH knows the truth, knows who is criminally liable, and is trying to hold all of its supporters in line.

The real question is "who has rolled over for Fitz?" When it becomes known who has already rolled over, the line to cooperate and negotiate a plea at Fitz Office should grow much longer. But to get to the evildoers at the top, Fitz has to manage the Iran/Contra defense and pardons which will surely be rolled out by this WH.

Put on your seatbelts, the race is on!

I am happy to find that I was wrong about the WP. After Dana's hackjob on the Conyer's DSM hearings I was convinced that the WP was nothing more than a mouthpiece for the Bush administration. Now, however, they appear to be providing the best, most insightful coverage of the Plame outing available.

In contrast, I offer up the Chicago Tribune, who, today, provided absolutely no coverage of the CIA leak whatsoever.

They received this letter:

Hey there gang!

Just a little note to let you know that today I might have purchased my final copy of your newspaper. As a lifelong Chicagoan, I grew up reading the Tribune. I have long enjoyed your insightful commentary and hard-hitting journalism. No longer.

Being an American citizen, I am naturally concerned about the apparent breach of security at the top levels of the White House; the outing of a C.I.A. operative involving (at the very least) Karl Rove and ‘Scooter’ Libby, and perhaps even the president himself. I imagine that I’m not the only person in Chicago searching for information on continuing developments in this critically important story. Evidently, however, you folks at the Tribune do not share any interest or concern about the grave damage that might have been done to our national security by individuals in the Bush administration. Looking through the Tribune yesterday, the only thing I found relating to the C.I.A. leak was a painfully unfunny piece by Garrison Keillor trivializing the matter. Today, there were no stories in the Tribune about the leak investigation at all. Zero.

So, that’s it, gang. If the Chicago Tribune does not consider this story serious enough to cover, then I do not consider the Chicago Tribune a serious newspaper. I am very close to giving up on your publication altogether. This is front page stuff, folks. I hope you will reconsider your approach and send some good reporters to cover what could be (by the time it all plays out) the biggest story in our lifetimes.

Some points for the president to consider:

* Whether Rove identified her as "Valerie Plame," "Ms. Wilson" or "Wilson's wife" makes no difference to common sense. Unveiling an undercover agent is a felony because it is a serious matter of security.

* Plame's name was exposed after her husband had written an op-ed piece that debunked the Bush administration's persistent claim that Saddam Hussein had sought uranium from the African country of Niger so he could build a nuclear weapon. The CIA had sent Wilson to Niger to investigate the possibility, but he determined that Hussein had not sought uranium there. That apparently wasn't what Rove and others in the administration wanted to hear.

* Top administration officials, including Rove, were informed by a classified memo on July 7, 2003, that Wilson's wife was a CIA agent. It was just a week later that her cover was blown in a Robert Novak column.

Not a high-profile hardliner like Bolton or Feith, Joseph successfully avoided the public limelight—that is until the scandal of the 16 words in Bush’s 2003 State of the Union Address about Iraq’s alleged nuclear weapons development program. According to president, “The British government has learned that Saddam Hussein recently sought significant quantities of uranium from Africa.” The State of the Union Address, which laid out the administration’s case for a preemptive invasion of Iraq, used unconfirmed intelligence reports about Iraq’s WMD programs. Press reports and congressional testimony by CIA officials later revealed that the CIA had vigorously protested the inclusion of any assertion that Iraq was developing nuclear weapons since their intelligence would not support such a conclusion. Alan Foley, the CIA’s top expert on weapons of mass destruction, told Congress that Robert Joseph repeatedly pressed the CIA to back the inclusion in Bush’s speech of a statement about Iraq’s attempts to buy uranium from Niger. Following these revelations about the inclusion of erroneous and disputed intelligence estimates in this major speech that readied the U.S. public for war against Iraq, Joseph said he did not recall Foley’s raising concerns about the credibility of the information to be included in the speech.

In his 1999 testimony to the emerging threats subcommittee of the Senate Armed Services Committee, Joseph helped lay the groundwork for the 2003 counterproliferation action against Iraq by misrepresenting the extent and character of Iraq’s WMD programs. According to Joseph, “The alarming size and scope of the Iraqi NBC programs, revealed only after its defeat in war, reflect the value ascribed to these weapons by rogue states.” Furthermore, “we know that state programs, such as in Iraq, have overcome technical challenges. For this reason, access by terrorists to state programs—or to key individuals from such programs—should be of greatest concern.” (16)

Frank Gaffney, head of the Center for Security Policy, defended Joseph’s role in the incident that went to the heart of the credibility of the administration’s alarmism about the threat from Iraq. In a National Review Online op-ed, Gaffney wrote: “It should come as no surprise that bureaucracies that are hostile to President Bush have taken a dim view of Joseph and others who have proven so effective in helping him to articulate and advance his Reaganesque philosophy of international peace through American strength. Neither should anyone be surprised that the NSC counterproliferation chief’s foes would try to take him out, or at least diminish his authority, by making him a scapegoat for the present controversy. … The CIA’s efforts to make Joseph the fall guy for the present imbroglio should fail Joseph’s name should be cleared and his considerable contribution to the national security should be able to continue undiminished for years to come.” (6)

Joseph and Gingrich were both working to promote the Niger yellowcake line. When I read this stuff two years or so ago the names Slutsky and Mallof were also in the mix - perhaps in the context of Straussians.
At the time it was easier to do a search in "The Forward" a very good NY paper but I think they were linked alot by antiwar.com and became more restrictive in their access. Plus the FBI Franklin case was being carried by them and of heavy interest. I think a search on alternet.org could be worthwhile. Many of the small fry in this case will undoubtedly slip away - perhaps that is why Fitzgerald has Miller.
