Breaking: Bush Appoints Bolton as UN Envoy, Bypassing Senate
I hate this bastard so much. Another thumb in the eye of Americans.

President Bush bypassed the Senate confirmation process today and appointed John R. Bolton as the new United States ambassador to the United Nations.

he move comes after 36 senators signed a letter to the president last week, saying that Mr. Bolton was "not truthful" while answering questions by the Senate Foreign Relations Committee in March, and should not be given a recess appointment. Some Republicans have said the approval of Mr. Bolton is long past due and that Mr. Bush is well within his rights to make the recess appointment.

Some senators, including some key Republicans, have also raised questions about Mr. Bolton over his history of criticizing the United Nations and over charges that he has tried to influence intelligence assessments to conform to his views.

..that Bush never backs down....never. In the past week our party caved on the energy bill
and CAFTA, could have filibustered the NRA fiasco and let Bush know that notwithstanding Christopher Dodd standing in front of every available microphone explaining why it was a bad idea, there would be no price to pay for the Bolton shove. Oil drilling is next, as a budget add-on with no chance of blockage.

And now Hillary Clinton wants to "redefine" the party's goals? That means, of course, that actual progressives should just shut up.

The one party system is alive and well.

I agree with calling Dem's out, but unless we organize an assault on their funding (e.g. Corporate America) we've got nothing.

In "war" you always attempt to cut the supply lines...

The party has been reminded by Bush that it doesn't matter at all, and by Hillary that under her leadership it could even matter less.

Bleakness? Complete darkness, actually. Seldom before today was the Democratic Party so desperately, so fully broken, and with so little hope of being refashioned into a force in politics.

We need a little help from history right now; yet history, while it contains many surprises, will never be rushed.

As Shrub was quoted in the NYT article:

"Because of partisan delaying tactics by a handful of senators, John was unfairly denied the up-or-down vote that he deserves," the president said. "As a result, America has now gone more than six months without a permanent ambassador to the United Nations. This post is too important to leave vacant any longer."


HOWEVER it is clear that the delaying tactics were those enacted by the White House and specifically Bush. Instead of working toward consensus to appoint an individual that was acceptable to Democrats and at least half of the American adult population, *BUSH* stonewalled to get his way. Sure what he did was in-line with the laws of our country, but this is a case of exploiting our constitution for political posturing and rewarding an unqualified friend!

We need to wage war on Bush's low credibility and low level of emotional maturity! He is operating like a dumb adolescent, and not a leader of America. The MSM needs not to be soft on this appointment, and on Bush right now. The majority of questions at press conferences should be pointed, and should ask how the President could possibly appoint someone who has been so unbalanced and vindictive to a position that requires the utmost of diplomacy.

I am so furious. We need to somehow get the Democratic leaders to unite and force some sort of press release/rebuttal that sharply attacks Shrub's lack of intelligence and maturity.

I see alot of frustration with the democrats, probably most by democrats who just woke up and realized that Santa Claus does not exist. Time to drop the naivety. I must admit, I am no democrat. Was once registered there, but learned at a young age that the party has no spine, no courage and is simply a slightly more moderate version of the republicans. This is why we will hear little more than juvenile whining from the democrats in office. I would rather vote independent than support a party that lays down for its opposition.

Regarding the Bolton appointment, think about how brilliant this is. W wanted his guy, (why, I cannot say, the guy seems like an idiot to me), republicans know the guy has baggage, and they did not fight the fail to move to closure. I have said this every chance I get: If the democrats want to get back to the white house in 2006, they have to stop fighting W. W doesn't get to run again. Fight him all you want, but that will not get the dems in the white house.

This move was brilliant by W and his boys for just this reason. Who are the democrats going to blame? There is no one to blame who is subject to re-election risk. W is the guy on the line here, no one else, and W is not running again. There is no republican who is running again who can be put on the spot for this recess appointment. Thus the democrats lost an opportunity. Had the democrats supported the vote, then the result would not have changed, Bolton would be in, but they would have a list of people to blame.

Time for the democrats to wake up and behave like adults. No one with more than a half ounce brain should be surprised by the appointment. Once again, W got what he wanted, and it seems like once again, the democrats paved the way.

We did indeed make our bed. However, the W supporters have three more years. However, there are a number of republicans who are likely scratching their heads right now regarding Bolton. While it is impossible to say, I suggest that were he running again for president, W may not have appointed Bolton. He can do anything he wants right now, he is not subject to any electoral discipline. What the democrats need to do is abandon their failed efforts at putting W on the button, and instead market their message to the voters and put the republicans on the button.

I stay with blaming the democrats, i.e. the democratic party and decision makers, because they facilitated this. It would have been much, much better for Bolton to be voted in. That leaves a paper trail to people who are exposed to electoral pressure. This was a strategic mistake on their part.

The guy was unacceptable to most normal citizens. He got his ugly record put out there, and the republicans got a taste of their own medicine.

Like it was only fair, if he wasn't going to come forth being truthful and with all the information so how could they vote to confirm him? (I know the dress-right-dress republicans would confirm him without even a wink if everything was hush-hush thats why they had to raise a stink about it). The republicans are just using the democrats as a backing post. They are just playing the good-cop bad-cop routine in the senate which just par for course (and status quo, don't ya know).

Any real political change will have to come the from the street. Republicans are without a rudder because the whole world is on to them and their corporate masters

I also hold little hope for any voting any of them in or out also. I am guessing the next REAL election will be by people voting with their feet.

Teenagers from the poor barrios of La Paz, Bolivia performed in Chicago this week. Their theater group, Teatro Trono, put on a skit in which they defined politics based on the experiences many Bolivians have had with their government over the years:

“Que es la politica?” (What is politics?)

“Es poder!” (It’s power!)

“Poder para joder?” (loosely: The power to screw us?)

In a country that Ivan Nogales, director of Teatro Trono, describes as the country with the strongest history of rebellion in all of Latin America, this sentiment is what led to the ousting of President Gonzalo Sánchez de Lozada last week.

Sanchez fled in the wake of massive protests, sparked largely by his privatization plans, economic austerity measures, and a plan to sell natural gas to the U.S. and Mexico via a pipeline through neighboring Chile. The week of protests in La Paz and other parts of the country left close to 100 dead, including soldiers executed for refusing to fire on unarmed protesters

Demonstrations and displays do little and cannot move someone in or out of office. That requires a vote, an election. We need to win in 2006 and more importantly in 2008.

There are alot of vulnerable republicans out there, not to mention the lack of an incumbent in 2008, so we have a great opportunity to make some changes.

He was just biding his time until Congress let out! He knew damn well that this was the only way he was going to get Bolton in there! A lot of repubs would have even voted him down, following Voinivich's lead! This SOB has got to be stopped! This isn't the first time he's done this, or the last! I have taken part in numerous "actions," asking my reps to vote down some ultra-conservative judge, only to learn that there was no vote, that Bush* went ahead and appointed the bastard!:grr:

Of course, Bush* learned from the master. Reagan holds the record for recess appointments, and he's Bush*'s mentor. Bush* brought back the hard-liners that his own father threw out! Dammit all to hell! Everytime I think that his latest underhanded scheme is way over the top and that this has to be the one that'll bring him down, he manages to top himself!!! It's no wonder we've lost the respect and good will of the rest of the world community and, with a nutcase like Bolton in there, it's only going to get worse!!!:grr:

Mr Bush took advantage of his power to fill vacancies without senate approval while Congress is in recess. Under the constitution, Mr Bolton's recess appointment during the senators' August break will last until the next session of Congress, which begins in January 2007.

"He will provide clear US leadership for reform," Mr Bush said. "He will insist on results. He believes in the goals of the UN, in peace and human rights." Mr Bush said Mr Bolton would bring two decades of "expertise and wisdom" to the role. He said Mr Bolton, in his current role as undersecretary of state for arms control, had shown "leadership preventing the spread of weapons of mass destruction".

Mr Bolton told a press conference he was "profoundly honoured and humbled" by the appointment. "I am prepared to work tirelessly to carry out the agenda of the UN," he said. "I seek a stronger and more effective organisation."

WASHINGTON (AP) -- President Bush sidestepped the Senate and installed embattled nominee John Bolton as ambassador to the United Nations on Monday, ending a five-month impasse with Democrats who accused Bolton of abusing subordinates and twisting intelligence to fit his conservative ideology. "This post is too important to leave vacant any longer, especially during a war and a vital debate about UN reform," Bush said. He said Bolton had his complete confidence.

Bush put Bolton on the job in a recess appointment - an avenue available to the president when the Congress is in recess. Under the Constitution, a recess appointment during the lawmakers' August break would last until a newly elected Congress takes office in January 2007.

Bolton joined Bush and Secretary of State Condoleezza Rice at the announcement ceremony and said he was honored and humbled by the president's appointment. "It will be a distinct privilege to be an advocate for America's values and interests at the U.N. and, in the words of the U.N. charter, to help maintain international peace and security," he said.

Bush said that Bolton's nomination had been supported by a majority of the Senate but that "because of partisan delaying tactics by a handful of senators, John was unfairly denied the up-or-down vote that he deserves." Bush had refused to give up on Bolton even though the Senate had voted twice to sustain a filibuster against his nominee. Democrats and some Republicans had raised questions about Bolton's fitness for the job, particularly in view of his harsh criticism of the United Nations.

The Republicans used this photo of Dukakis riding in a tank wearing a required helmet as appearing not very intelligent and foolish.

I recently saw a photo of Bolton sitting in the bed of a truck wearing a kevlar vest and donning a helmet with his bush eyebrows and walrus mustach sticking out through the straps.

Can anyone find these and do a side-by-side with a good caption?

I'm writing to express my outrage that George W. Bush has bypassed the U.S. Senate confirmations process and appointed Mr. John Bolton to be the U.S. permanent ambassador to the United Nations. Mr. Bolton is a singularly bad choice for this position, and was unlikely to have been confirmed by the U.S. Senate. His appointment is the result of political maneuvering of the crassest sort.

Mr. Bolton does not represent me, nor does he represent the interests of the majority of Americans. I believe he was seated because the Bush administration wants a combative relationship with the United Nations that will undermine and disrupt the business of international diplomacy. John Bolton is a wrench thrown into the works-- a wrench thrown with utter contempt for the constitutional affirmation process customary in this nation. His appointment is yet another affront to the cause of peace, and I reject any notion that he represents my hopes for the future of international relations. Instead, he represents the worst aspects of arrogant imperialism and nationalism.

I urge the United Nations to refuse his credentials, or failing that, to recognize him for an imposter and to treat him with distain. He has usurped the ambassadorship. He is illegitimate. His credentials are not backed by the confidence of the people in whose names he is sent to the United Nations-- indeed, many in the U.S. are utterly horrified by his appointment, and deeply ashamed of the sequence of events that has led the world to this moment.

I suggest that people better start waking up very fast to the reality of what is really going on here. Bolton is not only a very typical and predictable middle finger to the world by the bush-monkey, it is an in-your-face proclamation of naked power. We are now fully under the sway of a one party system of autocracy very much like what happened in Germany by 34'. The only difference being that it is not necessary to abolish the Democratic Party by law as long as it is effectively neutered which it now is. Bolton is essentially the liason for War with Iran and will be needed to plant and foster lies in the U.N. toward that effect and bully anyone openly who opposes him. This will be the next move. I would anticipate as well since the Bush-Hitler paradigm is now consolidating very rapidly that Martial Law will be declared at some point soon enough in order to outlaw dissent. Martial law will be declared if a domestic terror attack should happen. There is little question in my mind about this. A move will be made against the last remaining bastion of true dissent in America, the Internet. They will move full force to outlaw alternative sites as subversive. They now have all the power. People are in incredible denial about this, most especially liberals. All week long we will hear the whining from progressives about Bolton. But what did anyone expect. We live under a rapidly consolidating Facism that is well into its middle stages. The next stage will be the roundups and the openly naked scapegoating of identified sectors of society including intellectuals and Arab-Americans. People need to wake up very fast or just get out and try to find safe ground elsewhere. There is literally no longer any recourse within this 'system' for justice, checks,balances or mercy.

they don't give a shit and they don't need it. It's all in place now. Patriot Act II, Bolton, no torture ban (thanks to holding off the DOD bill), protection for gun dealers (Bubba can go ahead and arm the RW militia), and the beginnings of a huge culture war.

Today Senate Democrats fought to continue the debate on the Defense Authorization Bill. The majority Republicans have been trying to invoke cloture, which would suspend debate and force a vote on this bill after a two day period. This would allow time for a Gun Bill proposed by the NRA to slip through right before the summer session ends later this week. Democratic Senators Reid and Durbin (pictured) along with Levin and Landrieu argued Senators Frist and Warner before a cloture vote. The vote was 50-48 in favor of not invoking cloture. This was a huge victory for Minority Leader Reid and the Democrats, stalling the bill through the August recess so it could be further discussed and amended with the intention of passage in September.

The minority Democrats' success comes as a surprise to most, but their argument was strong. Reid questioned the Republicans' integrity. "Are you telling this chamber and the people of the United States that after spending 31 days on judicial nominees and two weeks on credit card special interests we will only spend two days on a DoD Authorization Bill during a time of war?" Senator Durbin added, "Is the majority stating that a special interest gun bill put forth by the NRA is more important than the security of our military in the time of war?"

It appears that the scandal-ridden Republicans wanted to stop the bleeding when Majority Leader Bill Frist (R-TN) embarassedly called for a Roll Call vote after the fierce questioning by the Democrats. It's likely now that they will quietly take this defeat into the August recess without trying to pass any further legislation.

As an interested outsider whose spouse is an American it seems that the Democrats need to become a credible alternative by aggressive marketing in the media and on the doorstep in order to regain power in congress.

83. No, it is a clear abuse of power and horribly bad judgement.
Diplomatic appts were created by different laws than other appts (Constitutional & International vs federal statute) and the president is more limited within this realm.

He may be trying to claim he is technically "toeing the line", but we are talking an entirely different sort of diplomatic appt with all the powers that arise from an appt to the United Nations, given our position within that organization.

Not to mention, he is creating radical history - this has NEVER been done in the history of the United Nations - EVER.

The recess appointments were created in the day when Congress would be in recess and unavailable for months; hence the name recess appointment. News would take days and weeks to get around and issues could take months to resolve. This provided the President, who lives in Washington, the ability to conduct affairs of the country until Congress was reconvened to exercise its "advise and consent" to the President's nominations.

All Bush is doing is play little dictator, as he said he wanted to do on several occasions. For example:

"If this were a dictatorship, it'd be a heck of a lot easier, just so long as I'm the dictator."

I hope I have helped you understand what the the spirit and intent of this law is. It was not to allow the President to play a spoiled little boy-King. What Bush is doing with these high profile recess appointments is abusive to our country, and our Democracy of the People, by the People and for the People.

Amending the Constitution is a dangerous game. Better for the opposition party, invertebrae known as Democrats, to start educating what is happening. Of course, given the state of our MSM, that would be rather difficult even for a real opposition party.

The Bush Cartel knows that it has guaranteed power forevermore. That's why they are doing so many things--indeed, everything--against the will of the majority of Americans.

58% of Americans opposed the Iraq war BEFORE the invasion. I'll never forget that stat. Feb. '03. The war was prosecuted against the will of the majority. And the opposition is even greater now.

63% of Americans oppose torture UNDER ANY CIRCUMSTANCES. May '04. Did that stop them--or even give them pause--as to appointing the author of the torture policy as Å.G.?

You name it--war, torture, Social Security, the deficit, women's rights--the great majority of Americans oppose Bush policy, way up in the 60% to 70% range (and that's in news monopoly polls! Imagine what unprejudiced polls would show!)

We need to restore transparency and verifiability to our election system. This is still doable at the state/local level, where the power over election systems still resides, and where ordinary people still have some influence.

And if we don't take this "window of opportunity"--the power over election systems still residing in state/local venues--we can kiss our democracy goodbye.

Some think it's gone already. Not yet. Not yet, friends. Not quite.

No news there. Large corporations control both Democratic and Republican parties. Nader may be a dirty word around here, but he got that right. There will be no change in the Democratic party until it casts off the influence of big corporations and any other big money it welcomes. Until then we can wail and gnash our teeth at every bad turn of events that comes our way, and many more will follow. There needs to be a purge of the Democratic party: all those who favor continued deep-pocket big-money contributors either get shown the door or everyone else leaves the tent, just as what happened with the AFL-CIO when SEIU and the Teamsters walked out.

There are so many committed, progressive activists on DU. So many intelligent people. Why on earth do they stay in the Democratic party as it now stands, wasting their time and talent for . . . Joe Biden, the Clintons, and whoever else the elites force down their throats? Day after day, stories like these demonstrate the futility of supporting a party that is so obviously bankrupt. It's time to leave it and form something from the ground up.

The Democratic party needs to find a voice and use it NOW. Tomorrow is too late. Shit, TODAY is too late. Not surprisingly, none of this brings me any comfort. It's a rallying cry on deaf ears. I know right from wrong, and there's so much wrong going on with the counterfeit Bush administration... where the hell is ANYONE with the courage to stand up and get the ball rolling on impeachment, incarceration, JUSTICE? This Bolton thing is just the latest version of blowing up frogs, only now the target seems to be the United States and the rest of the world. I think he gets great joy out of doing things like this, not because he's "resolute" or "a leader" (oh puke!), or whatever the description of the day is for *. No, I think it is just another manifestation of his sadistic nature, and I think he is truly INCAPABLE of caring about anybody. Really. I think he's definitely missing that capacity. We are truly living in Bizarro World.

Bolton is going to be a controversial disaster. The work of the UN is going to come to a standstill. Bolton will be hated, and Bush will be hated yet more. At a time where we need to be reaching out to others, Bush has chosen to antagonize other countries. Diplomacy as an option to settle disputes will be eliminated, and warfare -- and terrorism -- will be seen as the only course of action. There will be grave consequences. We WILL see, not only the continuation of violence in Iraq and Israel, but a widening of the war to include other Arab nations.

Obviously, Bolton has been appointed to create further chaos and destablization. The more poorly he does his job, the more "successful" he will be considered by the NeoCons.

There is an upside -- Bolton will be so disastrous that his antics will turn yet more Americans against Bush and his NeoCon agenda, because Bolton personifies it crudely. Bush will be weakened, even as he thinks he is getting over. Impeachment, by sane Republicans, could well be the inevitable outcome.

I don't even think Bush knows what he means when he says Bolton will "reform" the U.N. He's just using "reform" as a buzzword to further denigrate the rest of the world. The U.N. doesn't need "reform" - Murika needs "reform" in the sense of kicking the neo-cons out of power.

... a few Republican Senators refused to let his nomination come to a floor vote because GOD FORBID a known homosexual should take such a majorly important diplomatic post. After almost three years, Clinton relented and appointed Hormel anyway when the Senate was out of session. The GOP screamed "TRAITOR!" and called for Clinton's head on a platter for "betraying democracy" and "using loop-holes in the Constitution to push his extremist agenda."

When Shrub wanted Bolton to be ambassador to the United Nations, several Senators on both sides of the aisle didn't let his nomination come to a floor vote, some because he was a proven liar and bully, others because they knew there was no way that such a proven liar and bully would be confirmed. After a few months, Bush is appointing Bolton anyway when the Senate is out of session... the very first recess since the nomination was made. The GOP nods its head sagely and pontificates on the great wisdom of the Founders in how they wrote the Constitution.

I think if every one wrote a letter per week to the local newspapers and hounded the radio stations and TV we would be in a better position. The DNC and all of us in Blogworld need to work hard to make the mention of any Republican synonymous with Shrub. This is the only way we will win the next series of elections-- 2006 and 2008.

Bush is gone. He can no longer be held accountable. He does not care. He is carrying out his agenda. Period. We can stop some legislation-- the most radical.

He will not apologize for Rove. He does not care. He is not up for re-election.

Where we need to work is to construct a campaign to equate being a Rethug to Bush. Which is actually simple. When we are in line to lose in a vote, we need to have names on record of those who support that piece of s**t's point of view.

Then, in Senatorial races, when a Rethug runs, we pull up the list and smear him or her with their allegiance to Bush.

The White House stonewalled them until the first day of the recess when Bush could ignore Congress and install him anyway.

Both parties wanted to know what Bolton had been up to while he was lying about testifying, falsifying intelligence info and requesting intelligence intercepts.

But, I'm guessing none of this fits your world view does it?

Words can't describe my disgust with this administration. He's going to be horrible. The UN is a NEGOTIATING body - not a body full of bullies. They've been asking for the same documents since April. This hasn't been a situation of the White House providing documents and then partisan Democrats thinking up some new need that simply must be satisfied, just to drag out the process. Both sides have expressed an interest in seeing this information and the harder the White House tries to hide it, the more I think there is in fact something nasty that should be dragged into the light of day.

I wouldn't recommend getting your "facts" from Scott McClellan, btw. I've seen too many of video clips of statements he made that later proved to be false -- like the assertion that it was ridiculous that Rove was involved in the outing of a CIA agent.
