Parties Reach Deal on Iraq Constitution

BAGHDAD, Iraq - Hours before a midnight deadline, Shiites and
Kurds reached an agreement Monday on a draft constitution and
were trying to persuade Sunni Arabs to go along with their
compromises, officials said.

Negotiators met for about three hours Monday morning and
convened again shortly after 4 p.m. at the home of Kurdish
leader Massoud Barzani in the Green Zone for talks Kurdish
lawmaker Mahmoud Othman said would "be decisive." He
said there was some progress in the earlier session.

A senior government official, speaking on condition of
anonymity because of the sensitivity of the subject, said an
agreement had been reached between the Shiites and the Kurds
in the morning.

Those groups were now trying to sell the deal to the Sunni
Arabs in the afternoon session.

This means they haven't agreed yes? So doesn't that make the headline just a little misleading? Yes?

5. This was the same article that appeared last week, just before. . .
the whole "agreement" fell apart.

agreement according to anonymous sources' only to find they have not. How is it one reaches an agreement without one of the key parties agreeing??

BAGHDAD (Reuters) - Iraq's ruling Shi'ite Islamists prepared to force a constitution through parliament before a Monday midnight deadline but minority Sunnis vowed to vote it down in a referendum and warned of civil war if it were passed.

U.S. President George W. Bush, campaigning himself to quell growing disquiet at home over the costly military occupation of Iraq, has pressed hard for the U.S.-sponsored timetable to be respected and says it will help sap the Sunni Arab insurgency.

A draft prepared without the participation of minority Sunni Arab delegates appeared nonetheless to give ground to some of their concerns about Shi'ites and Kurds hiving off powerful federal regions in the oil-rich north and south.
