NIH Set to Revise Ethics Policy (to be less restrictive)
WASHINGTON -- Officials at the National Institutes of Health were ready Thursday to announce steps designed to prevent conflicts of interests at the agency.

New regulations to be described at a news conference were widely expected to be less restrictive than the interim guidelines that Director Elias Zerhouni announced in February. In particular, officials are expected to alter the rule that would have banned top NIH employees from owning any stock in pharmaceutical or biotechnology companies.

Zerhouni and Health and Human Services Secretary Michael Leavitt have both said that the ban on health-related stock may have gone too far, and could hinder the institutes' ability to recruit top scientists.

Stock ownership is why NIH doesn't have top scientists available?
