White House preparing Katrina aid package

WACO, Texas (Reuters) - The Bush administration is putting together an aid package to help with the aftermath of Hurricane Katrina, the White House said on Wednesday.

"I know that there is discussion that is ongoing on that," White House spokesman Scott McClellan told reporters. "And, certainly, I would expect a supplemental (budget request) is something that is going to be needed in a situation like this."

McClellan spoke to reporters just before President George W. Bush left his Crawford, Texas, ranch, cutting short his vacation to oversee the massive recovery effort from Hurricane Katrina.

Bush was to lead a meeting later on Wednesday with 14 federal agencies involved in the recovery and cleanup.

I thought of that today. You didn't see any big announcements and press conference until this afternoon after the Evildoer was airborne and getting his picture taken looking out of the plane window. Once the King his making His arrival it is alright to let the pageant begin.

5. I remember in his first speech in 2001 (Inaugural)
after the first theft of WH. He stated he would be a delagator...that he would DELEGATE to agencies and individuals, many of the things that he, as pResident would be in charge of. He actually stated he BELIEVED in delegating. At the time, I thought, "What a slimy little weasel shit! What a puppet. Our nation is being set up to fall apart."

....so much for ORGANIZED HOMELAND SECURITY....New Orleans is GONE...and we've pleaded and begged for a higher retaining wall surrounding the city for YEARS...wonder how far Mary Landrieu will stick her head up *'s ass now...she and Blanco will actually have to WORK now instead of cow towing to bush and hiking cigarette taxes...it'll be an absolute MIRACLE if this disaster is EVER rectified...and still NO explination of the seriousness of the Port of New Orleans being out of commission as well...FUCK!!! :rant: :cry:

The first thing announced at the Homeland Security press conference today was by the Energy Secretary (and where has he been hiding; never saw him before)- they have taken some clean air regulations off gasoline. You just have to laugh. You couldn't write a script funnier than this.

24. This is how it's gone for as long as I can remember.
Congress authorizes some amount for emergency spending for the fiscal year. Congress hasn't guessed what the damage would be for all the disasters that would hit and said, 'No more'; there's a nominal amount to keep things going for a while, and everybody knows that's what it is.

Disaster hits: The nominal amount of dough is expended. Sometimes rapidly. Sometimes the prez dips into other accounts, stretching his authority; sometimes he doesn't need to. FEMA (or whoever it was at the time) assesses how much money is needed to cover the damage.

Prez submits budget proposal; Congress evaluates budget proposal. They pass an emergency supplemental allocation to handle the emergency. After all, neither Carter, Clinton, or even Reagan had the authority to approve his own budget.

A few weeks or months later, the entire budget business is reconsidered in the light of more fine-grained appraisals. Sometimes not all the money is spent; sometimes Congress has to appropriate more.

It's boring; it's outrageous; but it hasn't varied by party. In fact, this is one of the few kinds of cases where partisan politics in the Congress seems to melt away (although from time to time you still see representatives jockeying for photo ops or pork).
