7 USC §7(m) requires that the flag be flown at half staff for 10 days after the death of a Chief Justice. Of course it was being flown for Rehnquist.

I am not even aware of any provision of the federal code that allows the president to require flags be flown at half staff because of a natural disaster (even though I am sure that he can).
