CBS Poll: Blame All Around

(CBS) Americans think the response to Hurricane Katrina was inadequate, and spread the blame around all levels of government. President George W. Bush finds disapproval on his handling of the matter, too -- and the public now shows diminished confidence in his abilities to handle a crisis or provide leadership, as well as in the government’s ability to protect the country.

These are highlights from this latest CBS News Poll. There will be a longer release, with more questions and analysis, later today.

RATING THE RESPONSE

President George W. Bush's overall response to Katrina meets with disapproval today – a dramatic change from the public’s reaction just after the storm hit on August 29th. Last week, in the two days immediately after Katrina made landfall, a majority of Americans said they approved of Bush's response, although more than a third were not sure. Now, only 38% approve. A majority disapproves.

CONFIDENCE IN THE PRESIDENT AND THE GOVERNMENT

President Bush’s image appears to have suffered in the wake of Hurricane Katrina. The public now has lower confidence in his response to crisis, and his leadership in general.

Now, just 48% of Americans say Bush has strong qualities of leadership – the lowest number ever for the President in this poll. A year ago, as he was campaigning for re-election, 64% of voters said Bush was a strong leader. And in the weeks after the attacks of September 11th, 2001, 83% of Americans said the President had strong qualities of leadership.

1. Unbelievable - 48% say Bush has strong leadership qualities

Let's list his fine leadership qualities:

1) No sense of urgency

2) Stay on vacation while the biggest natural catastrophe to hit the US is on it's way

3) Appoint incompetent people to head departments

4) Trust these people to do the job (don't verify)

5) Allow his cabinet members to stay on vacation instead of summoning them to DC for emergency meeting

There are many more.

This means something too! He was @ 64% in November. While I can't believe it's @ 48%, the 16% is encouraging.

8. This Man Could Eat Babies
On live television (at the Superbowl halftime show) and still have 30% approval ratings.

Of that 30, half would say he never did it, it was just a liberal media ploy. The rest would say the babies deserved to be eaten and Dubya needed his protein.

7. sheep and complacent, comfortable democrats
Too many of my democrat neighbors told me they "couldn't bear" to watch their t.v.'s last week, it would "upset them too much." There are a great many democrats too, who just don't take time out of their comfortable lives to witness this administration's atrocities, hence they have no idea how truly egregious it is. What is wrong with this country? If something doesn't affect people directly, they just continue to graze in their pastures as if nothing has happened. The least anyone could do last week was to bear witness by "becoming upset" - for crying out loud.

27. My mother is one of them. She told me last night she hadn't read
any of my emails about the incompetence of * and she only listens to right wing radio. This whole * thing has caused a terrible rift between her and I.

We REALLY NEED TO GET MORE DEMOCRAT RADIO HOSTS ON THE AIR!!!!!!

6. "Disapprove" down from 58% to 12% in one week.
Sure, many of us see through the "blame game" strategy and the despicable lies being spread by the right wing propaganda machine, but when they can manipulate public perceptions like this- they don't really care that a few of us know they are con men. They are just holding tight till this one blows over- they know it will...as always.

The same ones that believe George Bush is a good Christian man.

I'd say it's closer to 30% though. I don't think it's sunk in for the other 8%. A lot of people are busy and just need a little extra time to figure things out.

16. I think that disapprovl # will continue to rise as info comes out.
We have to remember that most people get their info from TV, and very little of what we hear on DU ever reaches them.

Certainly, there will always be a small % or people who support Shrub, and you're right, he could be caught with dead bodies in his basement, and that group would find a reason why that was OK.

You saw a dramatic increase in disapproval in just 8 days! Wait until the hearings begin, and more proof of incompetence comes out!

influences the numbers. When asked like this:

"How good of a job is Bush doing with disaster response?"

1. Sort of good
2. Not that good
3 OK, I guess
4. Kind of sucky
5 Mostly sucky
6. None of the above

...you get a much wider split, and then can claim that out of the above, the highest percentage (24%) pick 1.

Then Rove force feeds it to McClellan, and this is all we hear on the news: "A high percentage of Americans feel the president is doing a good job!"

Good point Kahlee,

As a old Political Scientist, I am always struck by the ease with which "news" agencies report these polls as a true and accurate depiction of how the public.....all the public.... feels on an issue.

The first thing you are taught in Political statistics is to scrutinize questions you are asking to ensure you are measuring what you intend to.

In most cases nowadays, the polls we see on the evening news have been doctored to get a desired result by the group that commissioned the poll. Things like vague questions, leading questions, and filtered polling samples are used to derive exactly the poll result the group conducting the poll is looking for. Kind of like a reverse engineering approach.

22. While we would all like Bush's approval in the single digits
the numbers are going in the right direction, and I think they will go a little lower. But yes, there is a hard core who will never turn on Bush, even if he shows up in public drunk with a baby's head on a stick.
