BERLIN, Sept 13 (Reuters) - Russian Defence Minister Sergei Ivanov
warned the United States on Tuesday against any change of its defence
doctrine to allow pre-emptive use of atomic weapons, saying it would
prompt others to seek nuclear arms.

A draft revision of the U.S. Defense Department's nuclear operations
doctrine was made available at the weekend, outlining the use of nuclear
weapons to pre-empt an enemy's attack with weapons of mass destruction.

"Lowering the threshold for use of atomic weapons is in itself
dangerous," Ivanov told a news conference ahead of a NATO defence
ministers meeting in Berlin.

"Such plans do not limit, but in fact promote efforts by others to
develop (nuclear weapons)," said Ivanov, who was speaking through an
interpreter.

As Ronald Reagan used to say “there they go again”.

After a conspicuous absence during hurricane Katrina and the aftermath, Dick Cheney emerged into the public view eight days later with the announcement that his company Haliburton had the contracts to “clean up” New Orleans - or as the head of FEMA called it - the city of Louisiana. Rather than calling for a citizen’s cleanup (funded through the billions approved by Congress) that would help the citizens of those devastated states earn an income and put their homes and towns and cities back together, Dick Cheney found yet another way to profit from the misery of others.

In typical Rovian fashion, although FEMA “you’re doing a heck of a job, Brownie” director was recalled to Washington; he wasn’t recalled to be fired for his devastatingly inept handling of the catastrophe, but to be reassigned to another operation. Mike Brown’s true credential for his job was raising very large sums of money for the Bush election campaigns, so we might well assume that he will be back at his old job of collecting money while earning a salary on our dime.

Most importantly, behind the curtain of the non-stop coverage of the government’s bungling, insidious work has been taking place in the back rooms in the corridors of power.

The Bush administration has revised the U.S. nuclear operations doctrine. In an unprecedented show of hubris, they have announced their right to the pre-emptive use of nuclear weapons. That’s “pre-emptive” as in “we think you might attack us first,” and in “Saddam is about to get us with his WMD’s”. This should unnerve every American citizen as well as every person on the planet. George Bush has declared war on the world and his weapon of choice is nuclear. George may not know how to pronounce the word, but the results will be the death of us all.

What is it going to take for us as citizens to begin speaking out against the atrocities being done in our name? Is it our choice to watch our lives being washed away by the whims of a dangerous regime until our turn comes and it is our individual life that is destroyed or ended?

I chose to live. Please join me on September 24th. Go to Washington, D.C.. Stand up and say NO to war and nuclear madness!

It is time to impeach George Bush and his entire administration before that mushroom cloud over our cities is real and of our own making.

9. Like DUH Pre-emptive is dangerous
Of course these countries issue warnings to US when we declare a pre-emptive right to use atomic weapons. Set off another arms race, eh Rumsfeld?

You know Halliburton sold that Iranian oil company key nuclear reactor components! How can the US attack other countries if they don't HAVE a nuclear weapons program?!? Y'see, how it works is, YOUR guys get contracts to build the reactors and OUR guys blow them up!
