Bush underscores pledge on Katrina rebuilding

WASHINGTON, Sept 17 (Reuters) - President George W. Bush on Saturday underscored his goal of a massive rebuilding effort to make storm-battered Gulf Coast communities "better and stronger," brushing aside growing Republican worries about the impact on the budget deficit.

"Out of this tragedy comes an opportunity to harness the good and gracious spirit of America, and deliver new hope to neighborhoods that were suffering before the storm," Bush said in his weekly radio address.

Bush has said the federal government will assume the bulk of the costs for what he says will be "one of the largest reconstruction efforts the world has ever seen." He said on Friday he would not raise taxes to pay for it.

....

"I have made a pledge of the American people: Throughout the area hit by the hurricane, we will help our citizens rebuild their communities and their lives," he said.

1. Today's rich people will not have to sacrifice anything to help
rebuild NOLA after the worst natural disaster in our history. The sacrifice will be made by today's middle class & poor, & more so, by our children, our grandchildren & our great-grandchildren.

I hate this administration of callous, greedy looters.

9. Well, they won't get away with it.
Louisiana is not the only thing that's going to sink if they do this without repealing the tax cut.

Think of the United States as a vast continent.....sinking....sinking together. The rich are going to sink along with everybody else while George Bush loots and lines his pockets, and his cronies' pockets.

Meanwhile, we all sink. Let them have their fun. They're not going to go unscathed from the disaster he's creating.

2. Bush sees 'bright dawn' emerging in Gulf

Bush sees 'bright dawn' emerging in Gulf

WASHINGTON - Appealing to God for help with "the difficult work that lies ahead," President Bush on Saturday painted a picture of a hopeful and vibrant future for the hurricane-battered Gulf Coast and the people there who lost family, jobs, communities and everything they own in the storm.

"In the life of our nation, we have seen that wondrous things are possible when we act with God's grace," Bush said in his weekly radio address. "From the rubble of destroyed homes we can see the beginnings of vibrant new neighborhoods. From the despair of lives torn asunder we can see the hope of rebirth. And from the depth of darkness we can see a bright dawn emerging over the Gulf Coast and the great city of New Orleans."

4. Why do I get the feeling that his perpetual Pollyannaism about NO
and his constant invocation of God are going to turn off more people than they inspire?

Who does he think he is, Reagan? Has Peggy Noonan been drafted to write his speeches? This is the kind of treacle she used to come up with for Ronnie to read. Being an actor, he was actually able to get people to believe the drivel. But Bush is no actor.

"It's morning in New Orleans!"

Uh, no...not quite yet.

And you know what, it's interesting that he's referring to "God's grace" so much. If you know anything about theology, you know that "grace" is when people are blessed and protected and saved, even though they have been sinful and undeserving.

So, who does Bush think is in need of grace? The sinful people of New Orleans? Or the people who committed the ultimate sin of standing by while a city drowned?

All I can say is, if that's the tack he's going to take on this...God help him, all right.

6. Zero charisma
the lamest prop can be kicked away. the plain simple guy with the goodhearted simple language was always pathetic. The sow's ear, the emperor with no clothes has been strutting about for years with impunity.
Reality should blow it away in a minute but for the subservient media and Congress blocking the horrible realization. They still do, even many of the most critical.

Bush is callous and cold hearted among all the minor failings the media seems surprised to "discover" because they have to. And Bush does not hesitate to implement HIS plans for New Orleans. The guy is a vulture not simply disengaged. The vulture is now swinging into action, irritated at having to don his eagle disguise for a few cynical photo ops.

10. Bush says spending choices, sacrifices, will have to accompany ..
.. reconstruction of Gulf states

Rules out raising taxes
By Nedra Pickler
Associated Press

<snip> Without being asked, Putin stepped up to respond to Republican worries that Bush was writing a blank check for hurricane recovery that would increase the debt on generations to come.

The old Soviet Union had lived by the rule that money should not be taken from the pockets of future generations, Putin said.

“But we never thought about the existing, current, present generations. And at the end of the day, we have destroyed the country not thinking about the people living today,” he said.

“Therefore, of course, yes, we need to spend money,” the Russian leader said. “There is no two ways about it.” <snip> http://www.fortwayne.com/mld/journalgazette/news/nation/12665894.htm

12. Bush Proposes "Gulf Opportunity Zone"
Bush promises a New Deal for the stricken Gulf coast

By Rupert Cornwell in Washington

Published: 17 September 2005

The US Gulf coast will be the focus of the country's biggest federal investment effort since the Great Depression, under a sweeping reconstruction effort outlined by President George Bush, almost three weeks after Hurricane Katrina laid waste to the region.

"Throughout the area hit by the hurricane, we will do what it takes," Mr Bush promised in a prime-time television address from New Orleans. "There is no way to imagine America without New Orleans, and this great city will rise again."

The signs yesterday were that after days of fumbling, Mr Bush had finally found his feet in responding to the disaster. "He gave hope," said Aaron Broussard, president of Jefferson Parish near New Orleans , "and people need hope more than anything."

Mr Bush's proposals include a "Gulf Opportunity Zone", offering tax breaks and for incentives businesses setting up after the devastation. For evacuees, the government will start tax-free "worker recovery accounts" of up to $5,000 (£2,700) per person to help with education, child care and retraining. There will also be a lottery offering free federal land to Katrina's poorer victims where they can rebuild their lost homes.

16. Bush Calls for Cuts to Offset Relief Plan

Bush Calls for Cuts to Offset Relief Plan

By Warren Vieth and Richard Simon Times Staff Writers Sat Sep 17, 7:55 AM ET

WASHINGTON —

......Bush said he still intended to spend whatever it took to finance the massive Gulf Coast rebuilding effort he outlined in Thursday night's address to the nation. White House officials acknowledged that the government would cover most costs in the short term by running up the federal debt.

The president ruled out tax increases to reduce red ink. He said the Office of Management and Budget would help lawmakers trim federal programs to help offset reconstruction costs that independent analysts predicted would exceed $200 billion.

"You bet it's going to cost money," Bush said at a White House news conference.

....The government recorded a $128 billion surplus in 2001, the year Bush took office. But a variety of factors plunged the government back into debt — the big tax cuts Bush pushed through Congress, the 2001 recession, and the costs of the Sept. 11 terrorist attacks and the wars in Afghanistan and Iraq. The Treasury posted a record $412 billion deficit last year. The Congressional Budget Office projected this year's shortfall at $331 billion, but that projection was released Aug. 15, two weeks before Katrina.

Bush did not specify the kind or extent of budget cuts he wanted Congress to consider, saying the White House budget office would "work with Congress to figure out where we need to offset, when we need to offset," he said.
