there is no public transportation to speak off. So one thing they don't have to worry about. However, if it strenghtens to a Cat 3 as projected by NHC is will be major flooding and destruction. They usually call for mandatory evacuation the Keys 2 days prior

46. Tourists don't usually have cars
From what I'm reading tourists and others who don't have cars (there are a few at least) are leaving on Greyhound buses.
The Tampa area is using school buses to evacuate but people must flag them down, which is a cause for concern.
One of the Carolinas, South I think, has a very well organized plan of using school buses, transit buses, etc. They seem to have the best plan out there, and they probably have more car-less people than the Florida locations.

47. Very few come without cars, most drive down from MIA in a rental 3:15 hrs

They have to plan for some people to not have a car, not have a working car, not have a car with enough gas to make it through hours of traffic, etc. Even if it's just a few dozen people they shouldn't be left behind.

to Miami. There's a huge shelter in South Miami-Dade at the Florida Intl. University Campus as well as some shelters in the upper part of the Keys where the weather will be less severe. When you live in the Keys hurricanes are a way of live, people are a lot more prepared in general. There used to be a fair amount of homeless, a little less nowadays, and the police dept takes care of them. The other problem is a number of people live on boats. Conchs (natives of the Keys) usually take care of each other, catching rides together etc.

Nevertheless, a major hurricane is a potenial nightmare, just on a smaller scale than NOLA especially if the 7-mile bridge gets destroyed. It will cut the lower Keys off completly. Will then only be accessible by air, that is, if the airport and navy base still exists and isn't flooded out.

Do you know what the plan is if that bridge goes down? That's why I thought it would make the most sense to move them all on buses because there is less traffic and more people being moved. But without the bridge what are they going to do? Dig a hole in the ground (like the tornado shelter my grandparents had).

because of the mandatory evacuation. More than half the population is already gone. It's also for that reason that the lower Keys have not opened any shelters, because they want everyone to evacuate north. If the bridge goes out during a storm,(I don't think that it will happen with a Cat 2)they're in trouble. One good thing is that Key West has it's own military base, so they'll be accessible by air when the storm has past. Problem is not everyone will leave and you can't force them. What are they going to do? It's a real problem, but like I said, the Conchs are a tough bunch and they're used to it. They aren't too concerned about a Cat 2 which is what's forcasted at the moment. So, it looks like they'll dodge the BIG bullet. There are a few areas in Key West that are on on higher ground, and the (one) hospital has been evacuated already. It would be an other story if a Cat 4 or 5 was threatening, in that case I believe 99.99% would be evacuated by the county government by buses etc. There are always a few fools who won't leave no matter what.

I am actually a lot more worried now about Houston, TX, Rita will gain strength over the warm gulf and could become a Cat 4. Katrina turned from a Cat 2 into a Cat 5 overnight.

evacuation in progress for lower Keys. Besides the Keys are littered with trailer park, after trailer park and flooding is a major problem, so it not overreacting. It's reminiscent of Hurricane George which did quite a bit of damage in Key West.

...to save lives, but to save the insurance companies money. This automatically places all weather related damages and claims as hurricane related, forcing home and business owners into paying the hurricane deductibles which are anywhere from 2% to 8% or more of the total insured (not damage claim) value of the property instead of the normal $500 or $1,000 deductibles. What a prick!

sent right away. There's nobody left in New Orleans, now, and Hell, they're all better off than ever now in Utah and Texas. They don't need all that free stuff, private citizens and churches have them covered. Besides, the folks in Florida still haven't collected from the last couple of killer storms. It's only a couple of years late, about time for them.

48. OK, this is how my vacation went...
I live in Key Largo. Yesterday my husband and I drove to Key West as we had a hotel room reserved for a four day vacation. This morning we were evacuated from Key West. Now we are being evacuated from Key Largo. We managed to find a room in Pompano to hole up until it blows over, so we are heading over there in half an hour. I am really really tired of this hurricane season. :(

EXECUTIVE ORDER NUMBER
01-261

WHEREAS, the Florida National Guard has the statutory responsibility to provide support to law-enforcement personnel and emergency-management personnel in the event of civil disturbances or natural disasters; and

WHEREAS, the Florida National Guard has the responsibility to provide training support to law-enforcement personnel and community-based organizations relating to counter drug operations; and

WHEREAS, the Florida National Guard must train to meet such responsibilities; and

WHEREAS, the Florida National Guard is funded for any such training by budgetary appropriation or grants before any such training; and

WHEREAS, the Florida National Guard must conduct such training in active service of the state, as defined by Section 250.27, Florida Statutes (also known as active military service and state active duty) for members of the Florida National Guard to be covered by Section 250.34, Florida Statutes; and

WHEREAS, as Governor, I may delegate the authority contained in Section 250.06(4), Florida Statutes, to order training to help respond to civil disturbances, natural disasters, and counter drug operations to The Adjutant General of the State of Florida; and

WHEREAS, it is in the best interest of the State of Florida that I delegate such authority, so that the Florida National Guard is adequately trained to meet its obligation to help respond to civil disturbances, natural disasters, and counter drug operations and so that members of the Florida National Guard performing such training are covered by Section 250.34, Florida Statutes; and

WHEREAS, the Governor may order the Florida National Guard to provide extraordinary support to law enforcement upon request and such a request has been received from the Florida Department of Law Enforcement (FDLE) to assist FDLE in performing port security training and inspections.

NOW, THEREFORE, I, JEB BUSH, as Governor of Florida, by virtue of the authority vested in me by Article IV, Section 1(a) of the Florida Constitution, and by Section 250.06(4), Florida Statutes, and all other applicable laws, do hereby promulgate the following Executive Order, to take immediate effect:

Section 1.

Based upon the foregoing, I hereby find that the public welfare requires that the Florida National Guard train to support law-enforcement personnel and emergency-management personnel in the event of civil disturbances or natural disasters and to provide training support to law-enforcement personnel and community-based organizations relating to counter drug operations.

Section 2.

I hereby delegate to The Adjutant General of the State of Florida all necessary authority, within approved budgetary appropriations or grants, to order members of the Florida National Guard into active service, as defined by Section 250.27, Florida Statutes, for the purpose of training to support law-enforcement personnel and emergency-management personnel in the event of civil disturbances or natural disasters and to provide training support to law-enforcement personnel and community-based organizations relating to counter drug operations.

Section 3.

The Florida National Guard may order selected members on to state active duty for service to the State of Florida pursuant to Section 250.06(4), Florida Statutes, to assist FDLE in performing port security training and inspections. Based on the potential massive damage to life and property that may result from an act of terrorism at a Florida port, the necessity to protect life and property from such acts of terrorism, and inhibiting the smuggling of illegal drugs into the State of Florida, the use of the Florida National Guard to support FDLE in accomplishing port security training and inspections is "extraordinary support to law enforcement" as used in Section 250.06(4), Florida Statutes.

Section 4.

The Adjutant General shall not place members of the Florida National Guard into active service for longer than necessary to accomplish the purposes declared herein.

Section 5.

This Executive Order supersedes Executive Order Number 01-17. Executive Order Number 01-17 is hereby revoked.

Section 6.

This Executive Order shall remain in full force and effect until the earlier of its revocation or June 30, 2003.

IN TESTIMONY WHEREOF, I have hereunto set my hand and have caused the Great Seal of the State of Florida to be affixed at Tallahassee, the Capitol, this 7th day of September 2001.
