Talibani criticizes Jaafari; Zarqawi claims Balad explosions
The Iraqi President Jalal al-Talibani accused the prime minister Ibrahim al-Jaafari of violating the rules and taking decisions, independently.

Talibani accused Jaafari of not implementing the articles of a joint agreement signed between the sides of the Kurdish coalition and the Iraqi coalition before the formation of the current government between the Kurdish alliance and the United Iraqi coalition.

Meantime, the al-Qaida organization in Iraq claimed responsibility for the blowing up of three booby trapped cars in Balad, north of Baghdad, on Friday, which resulted according to the recent calculation in killing 98 persons and wounding other 120.

Iraqi President Jalal Talabani has accused Prime Minister Ibrahim al-Jaafari of violating laws and not implementing articles of a joint charter signed between the Kurdistan alliance and the Iraqi coalition.

Talabani, a Kurd, on Friday accused al-Jaafari, a Shia, of unilaterally taking decisions in violation of accords signed by the two blocs before the setting up of the government.

"One of our problems with the prime minister is that he violates the law. For instance, on the concept of government and the cabinet, the state administration law for the interim period has clearly defined everything," Talabani said.

"As based on Article 24 of the state administration law, the government is composed of the national assembly leadership, the cabinet and the judiciary. This means the cabinet is not the government."

Talabani added that the cabinet cannot replace the government or exercise its duties exclusively, since it is only part of the government.

3. This is very bad news for the Shia religious parties
It means the Kurds are going to be looking for another allience after the December elections.

4. Shifting alliances is what politics is all about
Its possible the Kurds are positioning themselves for a political realignment after next December's elections. The SCIRI-Dawa alliance may not be as successful in these elections now that there is a good possibility that the Sunni Arabs will not boycott. The Kurds may wish to align with the more secular Sunni and Shiite factions.

5. well, yes you are seeing shifting parties

Allawi in his National Accord Allience has picked up most of the Sunni parties, and Chalabi and a few others are breaking away from the UIA, at the same time the Kurds are unhappy with the Shia religious parties.

If I were a betting man I would bet on a Sunni/Allawi/Kurdish allience with a few UIA break away parties.

7. Amoung the religious Shia certianly
However, most Shia are as a whole pretty damn discontented right now regardless. They are getting killed in large numbers everyday, their services suck, and their government doesn't have a clue how to help them. Of course that is not to say the next government is sure to be any smarter then the last.
