RAW STORY

Print This | Email This

An analysis released by a Democratic senator found that Vice President Dick Cheney's Halliburton stock options have risen 3,281 percent in the last year, RAW STORY can reveal.

Sen. Frank Lautenberg (D-NJ) asserts that Cheney's options -- worth $241,498 a year ago -- are now valued at more than $8 million. The former CEO of the oil and gas services juggernaut, Cheney has pledged to give proceeds to charity.

The above graph released by Sen. Frank Lautenberg (D-NJ) charts the value of the Vice President's holdings in Halliburton in the past year.

“Halliburton has already raked in more than $10 billion from the Bush-Cheney Administration for work in Iraq, and they were awarded some of the first Katrina contracts," Lautenberg said in a statement. "It is unseemly for the Vice President to continue to benefit from this company at the same time his Administration funnels billions of dollars to it. The Vice President should sever his financial ties to Halliburton once and for all.”

Cheney continues to hold 433,333 Halliburton stock options. The company has been criticized by auditors for its handling of a no-bid contact in Iraq. Auditors found the firm marked up meal prices for troops and inflated gas prices in a deal with a Kuwaiti supplier. The company built the American prison at Guantanamo Bay.

I sure hope the Dems make sure this hits the MSM!

I think we here on DU knew this was happening, but even WE didn't realize just how big the increase was!

Cheney denies role in Halliburton deal

September 14 2003 at 06:30PM

Washington - United States Vice-President Dick Cheney said on Sunday that he played no role in awarding lucrative contracts for reconstruction in Iraq to his former firm, Halliburton, and that allegations he was involved were "political cheap shots."

"Since I left Halliburton to become George Bush's vice-president I severed all my ties with the company, got rid of all my financial interest," Cheney said in an interview with NBC television's Meet the Press.

"I have no financial interest in Halliburton of any kind and haven't had now for over three years," he said.

"And as vice-president I have absolutely no influence of, involvement of, knowledge of in any way shape or form of contracts led by the (US Army) Corps of Engineers or anybody else in the federal government," he added.

Bush Uncle Profits From Contractor
WASHINGTON, Feb. 23, 2005

(AP) President Bush's uncle made more than $450,000 last month by selling stock in a defense contractor whose profits are growing because of the Iraq war, records show.
...
He told the Los Angeles Times, which first reported the stock sale Wednesday, he had not pulled any strings in Washington for the company.
...
Five other officers or directors of the company have sold stock so far this year, SEC records show, with two of them profiting less than Bush and three making more. The biggest windfall went to Gary C. Gerhardt, the company's vice chairman and chief financial officer, who made nearly $7.5 million from selling stock on Jan. 31.
...
That contract was overseen by Darleen Druyun, a former Air Force contracting official serving a nine-month prison term for contract fraud involving Boeing.

Cheney is just the CEO of greed international. Who else is making these unbelievable profits? Who and how many? Because they are the only Americans that actually matter in our foreign policy since they are the ones deciding upon it for themselves and themselves only.

Reminds one of the thieves who find themselves in front of the judge for sentencing who say, "but your honor, I intended to pay the money back." The Judges give this no consideration on sentencing and they shouldn't. It's only said after they get caught.

This conduct is freakin outrageous. Organized crime bosses do the same trying to buy morality after their egregious crimes by "giving to charity."

48. Itemized Deductions are phased out for rich people
He might get to use 20% of the donation as a deduction, but, for the most part rich people don't get much credit (on their taxes) for charitable contributions.

And, if he gets hit by the AMT, he'll have to pay income taxes next year on any refund he gets.

He offered to give up the tax deduction because rich people don't get to use them anyways.

Not much of a concession on his part.

Cheney's Halliburton stock options rose 3,281% last year, senator finds
10/11/2005 @ 3:19 pm
Filed by RAW STORY

The Vice President has sought to stem criticism by signing an agreement to donate the after-tax profits from these stock options to charities of his choice, and his lawyer has said he will not take any tax deduction for the donations. However, the Congressional Research Service (CRS) concluded in Sept. 2003 that holding stock options while in elective office does constitute a “financial interest” regardless of whether the holder of the options will donate proceeds to charities. CRS also found that receiving deferred compensation is a financial interest.

69. Please forgive my ignorance here, but a question...
Here is a copy of the Gift Administration Agreement whereby the Cheneys will give all option proceeds to charity.http://www.factcheck.org/UploadedFiles/Cheney%20Gift%20Trust%20Agreement.pdf

Why do they keep bringing up the options as an issue?

Like I said...forgive my ignorance, but I don't see why people are upset over the options issue.

I agree that it seems like Halliburton is getting too big a piece of the war profits and I don't like it at all.

But how is Cheney reaping any benefits? It's not just that he's given a verbal pledge - he's got a legal document in place to enforce it.

OK, so HIS options are going to charity (supposedly).

Now think about how many, many, many other cronies that he worked with and that still work at Halliburton who are now benefitting from the same increase in options? Think about the percentage increase and the absolute amount of money they are "earning"

Now, do you think that this company truly earned these no-bid contracts? Or do you think that they got them because one of their boys is in the White House?

There's no problem when a company earns its profits...but looking at the massive fuckups these shitheads have orchestrated, from pathetic service provided to the military to bungling of relief efforts of Katrina, can you really honestly say there is no issue here?

You think Enron was bad for a lot of Texan investors? This is theft of the entire American public's money and a theft from many generations to come.

72. And forgive my ignorance,too
..but when exactly do these options expire?Isn't he just giving away
"potential" earnings?(His tax return from 2004 certainly doesn't indicate that he made anywhere near what halliburton was going for at the time.Meaning if he acquired his options at 19 dollars a share, and Halliburton is now trading at over 60 dollars a share(and should continue to do well)..when he is no longer in office,he can cash in his options?...just curious.

73. i answered my own question
or rather-Halliburtonwatch.com did

STOCK OPTIONS: The Vice President has signed an agreement to donate any profits from his stock options to charity, and has pledged not to take any tax deduction for the donations. Should Halliburton's stock price increase over the next few years, the Vice President could exercise his stock options for a substantial profit, benefiting not only his designated charities, but also providing Halliburton with a substantial tax deduction.

Halliburton Stock Options Currently Held by Cheney (current to end of 2002): 100,000 shares at $54.5000 (vested), expire 12-03-07; 33,333 shares at $28.1250 (vested), expire 12-02-08; 300,000 shares at $39.5000 (vested), expire 12-02-09.

Cheney's deferred compensation and stock option benefits are in addition to a $20 million retirement package paid to him by Halliburton after only five years of employment; a $1.4 million cash bonus paid to him by Halliburton in 2001; and additional millions of dollars in compensation paid to him while he was employed by the company.

In 2002, Cheney's total assets were valued at between $19.1 million and $86.4 million

74. How is Cheney Reaping Benefits?
According to the document you linked in your post, and if the charities on this document are those to which Cheney will donate his options, he stands to gain plenty. I don't believe he or his peers give away anything; it's all business to them. They steer money to one group or organization and that group will give them back something in return, be it cash, a board membership, money laundered to a different group (or maybe a secret bank account), etc. These people don't do ANYTHING unless they stand to benefit somehow.

Here are the charities listed on your document:

1. University of Wyoming 40% net proceeds

2. Medical Faculty Associates, Inc. 40% net proceeds
(d/b/a GW University Medical
Faculty Associates)
(for the Richard B. Cheney Cardiac
Institute)

3. Capital Partners for Education 20% net proceeds

It's my guess that he has bought himself a team of medical investigators that are conducting research on his specific cardiac problems in the hopes of curing what ails him. The problem is, how do you cure a person's heart disease when it's shown he has no heart?

The Capital Partners for Education provides scholarships for youth in the DC area, who are poor and smart, to attend (and think about this) PRIVATE, mostly RELIGIOUS high schools. I can only imagine how this is personally benefiting him. I noticed on the board of directors of this "charity" (and there are a lot of board members) are members with ties to the Carlyle Group. Hmm, interesting.

And it doesn't specify to which programs the University of Wyoming funds will be directed. Perhaps the Richard B. Cheney Divinity School or the Richard B. Cheney Sports Complex? Don't worry, he'll get a payback for any "giving" he does.

81. Give Cheney a break man!
Don't you get it? It's all about accountability and personal responsibility! Cheney is looking out for himself and fattening his bank account. That's personal responsibility at its most excellent! These are the new American values the Repubs have been selling. Cheney's a tough, smart, manly man. Did you know he's been known to shoot and kill hundreds of captive birds at one time?! Wow. He's the great white hunter too! Owns lotsa guns! Done quite well for himself and is most likely blessed in the eyes of loard -- otherwise he wouldn't have lots of money and power, right? That's why he's at the top of the kill chain. Merkin people admire that shit now days.

Conflict of interest is only illegal because liberals think it should be. They want regulations because they know they're too weak to dominate. Laws like that are nothing to be concerned about.

89. In 1 Year, Halliburton's Stock Doubles as Troops Deaths Double
In 1 year, Halliburton's stock doubles as troop deaths double
20 Sept. 2005

WASHINGTON, Sept. 20 (HalliburtonWatch.org) -- Since the beginning of the Iraq war, Halliburton, the Texas energy giant once headed by Vice President Dick Cheney, has seen its stock price more than triple in value. When the U.S invaded Iraq in March of 2003, Halliburton's stock was selling for $20 per share. The stock price at the close of market activity on Monday was $66.

In the last 12 months, the total number of U.S. service members killed in Iraq almost doubled as Halliburton's stock doubled. Halliburton's stock rose from $33 per share in September 2004 to $66 yesterday while U.S. deaths in Iraq increased from 1,061 to almost 1900.

Three graphs at this link starkly depict the dramatically similar rise of Halliburton's stock price, revenue and U.S. soldiers killed during the past thirty months of war in Iraq.

Halliburton's CEO also enjoyed an incredible personal gain from Iraq and the commensurate rise in gasoline prices. A HalliburtonWatch analysis reveals that CEO David Lesar's stock holdings in Halliburton increased by a stunning $78 million since the Iraq invasion.

93. Cheney's Halliburton stock options rose 3,281% last year, senator finds

<snip>

Cheney told "Meet the Press" in 2003 that he didn't have any financial ties to the firm.

“Since I left Halliburton to become George Bush's vice president, I've severed all my ties with the company, gotten rid of all my financial interest," the Vice President said. "I have no financial interest in Halliburton of any kind and haven't had, now, for over three years.”

Cheney continues to received a deferred salary from the company. According to financial disclosure forms, he was paid $205,298 in 2001; $162,392 in 2002; $178,437 in 2003; and $194,852 in 2004.
