NORFOLK, Va. President Bush is seeking again to rally support for the Iraq war, even as top aides face big legal woes back in Washington.

He told a military audience in Norfolk, Virginia: "Thanks for the chance to get out of Washington."

Vice President Cheney's chief of staff, Lewis Libby, is reportedly expecting indictment later today in the C-I-A leak probe -- and Bush's top political adviser, Karl Rove, is under investigation.

The president's speech to hundreds of servicemen and women and their families was nearly identical to one he gave to military spouses in Washington on Tuesday.
