Mr. Noe’s mother, Doretta, put up an interest in her home in Bowling Green while Mr. Noe’s father-in-law, Buddy Restivo, a retired Lucas County judge, put up an interest in his Maumee home...
Mr. Noe has been at the center of the scandal that has gripped Columbus since The Blade reported about problems with the investment the Ohio Bureau of Workers’ Compensation made with the former Maumee coin dealer. Mr. Noe’s attorneys have acknowledged that as much as $13 million may be missing from the funds...
Scarlett Bouder, campaign manager of the reform group looking to pass four statewide ballot proposals, called the arraignment of Mr. Noe “one more sad chapter in the sordid drama of ongoing corruption and campaign contributions playing out in our state.”

...A task force of state, federal and county investigators is looking at Noe's management of a $50 million investment in rare coins for the Ohio Bureau of Workers' Compensation that is being liquidated...
"As we get closer to the deadline, the price I will be able to receive for coins and assets of the funds will be reduced because buyers will know that I must sell," wrote Bodoh, a retired U.S. bankruptcy court judge. "I cannot expect to obtain maximum value in the face of an April 2006 deadline."
Another concern involves the coins held as evidence by investigators and prosecutors. Authorities confiscated everything Noe held in his Maumee coin shop, including collectibles other than coins. Those assets would be liquidated under the current statute...
