He was only arrested at the end of June, after US troops hunting for three missing teenagers found them imprisoned in the mayoral offices - which lay within the walls of their own heavily-guarded HQ.
and when you find that you are holding prisoners by proxy, what does that make you?

claiming that the U.S. would be unable to establish civil order in Iraq. Already the U.S. has established a government in one part of Iraq that lives up to the high standards of a U.S. state: such as Louisiana. ;-)
