Bush Immigration & Customs Enforcement nominee criticized by left, right

President Bush dodged a fight by installing Julie Myers, his controversial pick to head U.S. Immigration and Customs Enforcement, while Congress was out of town.

But the move could backfire if the agency, the federal government's second-largest investigative force after the FBI, doesn't quickly improve its financial and management problems and begin aggressive enforcement of immigration laws.

Late Wednesday, Bush gave Myers, 36, a lawyer with no background in immigration issues, a recess appointment to run ICE, letting her fill the job until the end of the next session of Congress without the usual Senate confirmation.

Democrats and some Republicans had criticized Myers' nomination, saying political ties, not professional qualifications, were behind it.
