SCOOP: HUGO CHáVEZ GOING TO BOLIVIA'S CHAPARE (Coca Region) With Evo

It all began last April in Caracas, when Bolivian Congressman and coca growers' leader Evo Morales met, for the first time,
with Venezuelan President Hugo Chávez... and the sole journalist present was Narco News' Alex Contreras...

It continued here, on BigLeftOutside, on October 19, when we translated that the Venezuelan head of state, for the first
time, publicly defended the coca leaf and the indigenous who have used it for millenia....

Now, a scoop...

BigLeftOutside has learned:

Chávez, after next week's Latin American Presidents Summit in Santa Cruz, Bolivia, is going to the coca-growing Chapare
region, accompanied by Evo -- and maybe even some other interesting leaders, or their delegates, from other lands...

This is big news, and a clear sign of which way the wind from below is blowing regarding drug policy in our América, the role of Venezuela's Bolivarian revolution in making it possible, and the wide consensus we've told you was forming in the pre-hurricane currents that our sensors have tracked (and, well, okay, we stoked and fanned them, too).

Hugo Chávez, president of Venezuela, a country where the coca leaf does not grow, today spoke for the first time publicly in defense of the right of the indigenous of Bolivia to cultivate their millenarian sacred plant.

Agence France Press reports:
He reminded that the Bolivian indigenous "have planted coca for 10,000 years," and therefore, "it's not their fault that chemical components have appeared to make cocaine, or that the rich consume it, while the poor do not..."

And where did you hear it first?

Chávez also lights a fire under the neoliberal presidents of Perú and Chile, suggesting that landlocked Bolivia, which lost its seaports in the War of the Pacific (1879-1884) to Chile, "has a legitimate and historic territorial right" to sea access. "It was not a war against the Empire," noted Chávez, who mentioned that he has tried to raise this issue at presidential summits "but the governments of Chile and Perú don't want to talk about the issue."

"This is a conversation," he said, "between brothers."


South America is behaving, more and more, as a Union.

7. There is some serious solidarity happening in the South, after...
years of interventionist instigated divisiveness .

Things could get pretty hairy at any time, but, as we all witnessed

recently , Chavez was well prepared for it. I suspect others are as well.

12. In a number of places,
and Uncle Sugar is quite busy elsewhere,
and politically the elites are in deep doo-doo
because of the "Free Trade" and "Privatization"
debacles, and there are millions of campesinos
with not a damn thing to lose and a fairly clear
idea of who the enemy is. Probably the most important
thing is that Uncle Sugar is not in a position to
intervene as in the past. You know that has to be
driving them nuts, not being in a position to send
in an "expeditionary force". And the whole place is
awash in guns and fancier arms and drug armies that
know how to use them.

13. And what most intrigues me is that it is in our 'own backyard' yet
under the radar, as it were. Most in the US have no idea what is going down.

It could make for some interesting surprise as the media looks for a way

to spin it all.

My fear is some massive mercenary action (Dyncorp et. al.) combined

with no media coverage whatsoever.

14. My observation is that we get media coverage here when
there are propaganda points to be made, or activities
that need to be explained and/or covered up. Otherwise
it is not considered important.

I am not too worried about Dyncorp and their ilk, the scale
of operation that would be required in a hostile invasion of
these larger countries is beyond their capabilities at present,
and would stretch the US Gov't even if it were not clinging to
the tar-baby in Iraq.

The usual destabilization strategies cannot be expected to work
as in the past either, although I have no doubt attempts will be
made. There is no telling how ugly it will get, but I don't think
the old under-the-table control mechanisms will continue to work,
and arranging the necessary level of military force looks unlikely
at present as well.

Watch for a concerted effort to demonize political leaders down
there, that will mean something is up.

15. I agree, I am actually more optimistic than my post may have read
Some days I think South America may just be our saviour in many ways

and I hope they are not overly vengeful, many seem to like the US people

and understand how deluded and propagandized we are. I hope they

outnumber the ones that are angry with us and blame all for the covert

actions of rogue elements within our gov't and corpos.

16. The people of the United States will be better off
when the Government stops meddling with colonial delusions.
Giving up the SUVs will be a small price. I don't think our
friends down in Latin America will hold a grudge, they just
want to be treated as equals, and we will need them to help
us in learning to be economically self-sufficient again.

A post I saw this morning (thanks to Jules Siegel for the tip) over at FreeRepublic.com that hacks up my blog entry of yesterday about President Chávez going to Bolivia's Chapare region into unintelligible cut-and-paste copy brought the term "Right-Wing Motherfuckers" to mind.

A Right-Wing Motherfucker with the handle of "Southhack" - who, on his Free Republic home page says, among other gems, "Joe McCarthy Was Right" (somehow I imagine he's keeping a copy of Ann Coulter's latest work by the bedside), and who has a flag that only Howard Dean could love on the upper corner of his webpage, reposted some of my words on FreeRepublic with a new title: Hugo Chavez Goes To Bolivia (Seeking to start a South American Narco War).

Siezing on Chávez's very peaceful and diplomatic urgings that Chile and Perú grant seaport access to the landlocked country of Bolivia, Southhack writes:
Chavez is clearly agitating for a large South American war/empire, siding with the Communist insurgents and narco-mafia in his attempt to build a union strong enough to cause problems for the U.S.

Fact-Check:

* Talk by Chávez, by Brazilian President Lula de la Silva, by Argentine President Nestor Kirchner, and so many others, of a South American Union, is no more "agitating for... war/empire" than, say, the efforts across the Atlantic to form a European Union (or, for that matter, the Uniting by 13 colonies into United States so many years ago).

* Southhack is confused about the term "narco-mafia."

* Coca growers are not narcos or mafiosos. They are peasant farmers who have used the plant for food, medicine, and worship for thousands of years.

* The narco-mafia exists, but is captained by US bankers (who launder the drug money), US government agencies (who pick and choose which "narcos" they help by eliminating or hurting their competitors, usually on tips from informants inside competing drug organizations that bank with US financial institutions), puppet regimes like that of Colombia's Narco-President Alvaro Uribe (read the link for the facts to back up that opinion) and, bada-boom, as one FreeRepublic poster notes later in that thread, paramilitaries like the AUC in Colombia, which conduct massacres against unarmed civilians and traffic cocaine with impunity and protection from the US and Colombian governments.

All of those claims I make in counter to Southhack's post are deeply documented in three-and-a-half-years of reports on Narco News.
