STERLING, Va, Jan 19 (Reuters) - The White House said on Thursday that the United States "does not negotiate with terrorists," responding to questions about a reported audio tape by Osama bin Laden that warned al Qaeda was preparing new attacks but said the group was open to a conditional truce with Americans.

Hostage takers demanded on Tuesday that women be freed
Iraq's ministry of justice has told the BBC that six of the eight women being held by coalition forces in Iraq are to be released early.

The six will be freed because there is insufficient evidence to charge them, a justice ministry spokesman said.

The US forces have refused to confirm the releases, but say they would not be based on any operational activities.

The group holding US journalist Jill Carroll has said she will die unless all Iraqi women prisoners are freed.

The status of prisoners held by coalition forces is reviewed twice a week by a committee made up of the justice, human rights and interior ministries, and a representative of the US-led coalition.

neither did Israel. We all just imagined that after years of classifying the P.L.O. as a terrorist organization, Yitzhak Rabin at down with Yassir Arafat to try to work out a peace deal - with President Clinton's assistance.

Regardless of what you think of the P.L.O. - for years they were labeled as a terrorist organization by both the U.S. and Israel.

So, if we can discuss this w/out this turning into something that belongs in Israeli/Palestinian Affairs Forum - how would a U.S. truce w/Al Queda be any different than Israel's truce w/the P.L.O. (negotiated w/US assistance)?
