I am sure they are referring to the song, the Internationale - also known as, Arise ye wretched of the Earth. This song is sung at socialist and social-democratic gatherings all over the world including the very moderate social-democratic parties of Western Europe. It is not explicitly a "communist hymn". The Internationale was written to celebrate the Paris Commune of March-May 1871: the first time workers took state power into their own hands. They established in the Commune a form of government more democratic than the world had ever seen before.
