Two FEMA Employees Charged in Bribe Scheme
NEW ORLEANS -- The FBI arrested two Federal Emergency Management Agency employees Friday after each accepted $10,000 in cash kickbacks from a food services contractor, the U.S. Attorney said.

The contractor, who was not immediately identified, notified the government of attempts to bribe him soon after he arrived in New Orleans at a FEMA camp in the Algiers neighborhood of New Orleans.

U.S. Attorney Jim Letten said the suspects -- identified as Andrew Rose and Loyd Hollman, both of Colorado -- took the contractor into a locked room to discuss how they could artificially inflate the head count of FEMA workers taking meals at the camp, which would increase the contractor's revenue. They allegedly told the contractor they would need $20,000 in kickbacks to inflate the figures.

Hollman and Rose each were charged with soliciting bribes as public officials. Both were in custody Friday afternoon and Letten said prosecutors would argue that they should be held without bail as flight risks.

I'm very glad that this contractor did the right thing. I am very glad that there are people who realized the seriousness of the situation and didn't take advantage of it. Good job.

Edited to add, these FEMA guys, if they did this, have blood and death on their hands.

8. Good Gawd! The FEMA stench is just beyond belief. Is there no
honest person left in this government? What kind of qualifications does one need to join the Crime Family... Resume must include ability to Lie, Cheat, Steal and do whatever it takes to fill one's pockets on human suffering and misery. Nothing else needed.

According to the federal affidavit, after Hurricane Katrina hit New Orleans on Aug. 29, a Louisiana businessman was awarded a $1 million meal service contract with FEMA to provide meals to personnel at the FEMA base camp in Algiers, a community in New Orleans. The contract calls for the contractor, who was not identified, to provide about 150 meals a day at the rate of $35 per person per day.

The two men then proposed a deal in which the contractor would make extra money but would require the contractor to kick back money to them.

"Rose and Hollman told the contractor they could inflate the 'head count' for meals served, but that would require the contractor to pay them (Rose and Hollman) $10,000 per week," according to the affidavit.

At a later meeting the same day, Rose and Hollman allegedly told the contractor that he would would need to pay them $2,500 each per week for continuing to provide the inflated head count.
