France reserves the right to use "non-conventional" means including nuclear weapons against "leaders of states who would launch a terrorist attack against France," said Chirac.
According to Le Monde, Chirac specified that France's nuclear forces should be ready to "respond flexibly" to external threats. Until recently, France's nuclear doctrine had provided for large-scale use of nuclear weapons to guarantee the French armed forces a decisive advantage over the enemy.
