They've been making noises about redistricting here, I hope he doesn't try to pull a DeLay on Ohio. Redistricting was just completed during the last census in 2000.

John Boehner of Ohio chosen as House majority leader, GOP officials say
West Chester Rep. John Boehner won an upset victory today to replace Rep. Tom DeLay of Texas as the new House majority leader.

The post, second in the House after Speaker Dennis Hastert, R-Ill., makes Boehner the highest-ranking Ohioan in the House since Speaker Nicholas Longworth of Cincinnati died in 1931.

It’s a position that will bring increased clout to the Greater Cincinnati region – but no additional money for local projects. Boehner is one of a handful of lawmakers who refuse to earmark money for his district in the federal budget.

Boehner, 56, was chosen by fellow House Republicans during a secret election over acting Majority Leader Roy Blunt, R-Mo., and Rep. John Shadegg, R-Ariz.

Republicans choose Ohio lawmaker to succeed DeLay
Thursday, February 2, 2006; Posted: 3:14 p.m. EST (20:14 GMT)

(CNN) -- House Republicans on Thursday elected U.S. Rep. John Boehner of Ohio as majority leader.

He upset Rep. Roy Blunt of Missouri in a 122-109 vote on the second ballot. Rep. John Shadegg of Arizona dropped out of the running after the first ballot.

"Believe me, the world goes on," Blunt said after the vote.

"We have a great leadership team," he said. "We're going to work to make the Congress better. More importantly we're going to work to make the country better, and I look forward to working with John Boehner as majority leader to make that happen."

Boehner is an eight-term congressman from the Cincinnati area. He served in the GOP leadership after the Republicans won control of both houses of Congress in 1994, but he was bounced out after they lost seats in the 1998 elections.

He had offered himself as a reform candidate to succeed Tom DeLay, who faces money-laundering charges in his home state of Texas.

Boehner's ascension comes as other Republicans have raised concerns about an extensive influence-peddling probe involving lobbyist Jack Abramoff, who pleaded guilty to corruption charges in January and agreed to cooperate with prosecutors.

DeLay announced January 7 that he would not try to reclaim the House majority leader post, although he said he will seek re-election in his Houston area district in November. DeLay also has ties to Abramoff.

The race for majority leader appeared to turn on the desire for members to present a fresh face to the public and distance themselves from Washington's K Street, or lobbyist, community.

Blunt was a part of DeLay's leadership team and has ties to K Street.

Going into the 2006 elections, House Republicans enjoy a 232-203 majority over Democrats and one independent.

The Democratic leadership have accused the GOP of a "culture of corruption," and the minority party's candidates plan to make ethics a main issue in this year's campaigns.

A recent CNN poll found that 40 percent of those interviewed believed that Democrats would do a better job of dealing with corruption, while 32 percent thought Republicans would do better.

Nineteen percent believe there is no difference between the parties as far as corruption issues.

The results were based on interviews conducted January 20-22 with 506 Americans and had a plus or minus margin of error of 4 percent.

The establishment Republicans are cutting their throats at every opportunity, very much like 1991. This guy is just another hack with a funny name.

Both parties have to pay attention to their activists. The GOP is in danger of forgetting theirs. They've formed a club of big money, slow moving elephants, and resist any true effort at reform. It's like asking a club of insurance salesmen to reform themselves.

54. Boehner's one Jim McDermott busted for plotting against the ethics cmte
in '96. TPM has a post up about that:

To make a long story semi-short, Gingrich, DeLay, Dick Armey, Boehner and several others got together on a conference call to plot a counterattack against a finding of the House Ethics Committee -- something Gingrich was explicitly prohibited from doing as a condition of the punishment he received for various ethical infractions.

Boehner, though, called into the call on a cell phone. Because of that, a Florida couple picked up the conversation on a police scanner. They recognized Gingrich's voice, thought it sounded important and recorded it. They in turn gave a copy of the recording to Rep. McDermott who was then, co-chair of the Ethics Committee. McDermott later leaked copies of the recording to news organizations to show that Gingrich et al. had broken the rules.

The whole thing was a big to-do at the time.

Boehner later sued McDermott alleging violations of privacy and so forth. And he may well have a point (here's McDermott's side of the story and here's a post from John Aravosis on why the legal argument Boehner is pressing could have a seriously stifling effect on the press.)

But if that's a problem, it's McDermott's problem. It doesn't get Boehner off the hook. He did have the conversation. And he did plot with Gingrich and DeLay to obstruct the will of Ethics Committee, break House rules and to violate the terms of the punishment imposed on Gingrich.

The whole suit is a brilliant example of using the means of your getting caught to divert people's attention from what you got caught doing.....
