Halliburton Subsidiary Gets Contract to Add Temporary Immigration Detention Centers

WASHINGTON, Feb. 3 — The Army Corps of Engineers has awarded a contract worth up to $385 million for building temporary immigration detention centers to Kellogg Brown & Root, the Halliburton subsidiary that has been criticized for overcharging the Pentagon for its work in Iraq.

KBR would build the centers for the Homeland Security Department for an unexpected influx of immigrants, to house people in the event of a natural disaster or for new programs that require additional detention space, company executives said. KBR, which announced the contract last month, had a similar contract with immigration agencies from 2000 to last year.

The contract with the Corps of Engineers runs one year, with four optional one-year extensions. Officials of the corps said that they had solicited bids and that KBR was the lone responder.

22. That's worrisome to me. Did KBR slip something out in their statement
that they shouldn't have? Is this something that's explicitly in the contract or one of those "meeting of the minds" verbal agreements? Just what the heck does it mean? I would think that if it was meant to cover temporary shelter, like the article states they did for Katrina, that she would have said that.

"Could not provide additional information"...that's pretty wide open. She doesn't know, it's confidential, it's wide open to interpretaton? Why couldn't she?

Another point, that's a huge sum of money just to "be on retainer". What's exactly included in that payment? How much was their 2000 contract worth and what did we get out of that one?

by giving huge contracts, where other contractors are available (their excuse initially for giving so many contract to KBR and Halliburton in the early days of reconstruction in Iraq), to a company that has so egregiously defrauded the government and taxpayers.

How icky is this statement: "...or for new programs that require additional detention space" ? Notice in this phrase the term immigrant has been dropped and is left wide open for who might be involved in the new programs that require additional detention space.

While not a tinfoiler - these folks almost force me to pull some tin foil out periodically.

on U.S. soil. We just wondered WHEN they were begin USING them on U.S. citizens? Now that they're officially announcing the "building" of what already exists....in the New York Times...that means they have "everything in place," and are ready for "natural disasters", and laws and judges that will put dissenters there.

Question IS why is KBR NOW getting additional funding, when the places already exist? Unless it's just to pay the staffing and operating costs(including "disappearance" of detainees/bodies"). Or just another excuse to give Billions to themselves again in the name of "protecting the Homeland."

Questions IS: WHOSE 'homes' and well-being will they be protecting? Hint: Not yours or mine.

Reliably in history, oppressors make examples of a few, and then the many become still.

Also, do not underrate the American Puritan appetite. Public punishment was a spectator sport in this country for many decades, and the taste hasn't been lost (cf. McCarthyism, the impeachment of Bill Clinton, and the Ordeal of Janet Jackson's Nipple). With the failure in Iraq and the end of the housing bubble, the hunger will rise again.

Pentagon devising scenarios for martial law in US

According to a report published Monday by the Washington Post, the Pentagon has developed its first ever war plans for operations within the continental United States, in which terrorist attacks would be used as the justification for imposing martial law on cities, regions or the entire country.

The front-page article cites sources working at the headquarters of the military’s Northern Command (Northcom), located in Colorado Springs, Colorado. The plans themselves are classified, but “officers who drafted the plans” gave details to Post reporter Bradley Graham, who was recently given a tour of Northcom headquarters at Peterson Air Force Base. The article thus appears to be a deliberate leak conducted for the purpose of accustoming the American population to the prospect of military rule.

According to Graham, “the new plans provide for what several senior officers acknowledged is the likelihood that the military will have to take charge in some situations, especially when dealing with mass-casualty attacks that could quickly overwhelm civilian resources.”

46. Read The Halliburton Agenda by Briody.
It's an eye opener. This company got its start with Johnson and spent a lot of money getting him elected and elevated to a high position. It built military facilities for most, but not all of the military adventures of our country since Johnson. Facinating history. As I said, the book is an eye opener.

There over 600 prison camps in the United States, all fully operational and ready to receive prisoners. They are all staffed and even surrounded by full-time guards, but they are all empty. These camps are to be operated by FEMA (Federal Emergency Management Agency) should Martial Law need to be implemented in the United States.

The Rex 84 Program was established on the reasoning that if a mass exodus of illegal aliens crossed the Mexican/US border, they would be quickly rounded up and detained in detention centers by FEMA. Rex 84 allowed many military bases to be closed down and to be turned into prisons.

Operation Cable Splicer and Garden Plot are the two sub programs which will be implemented once the Rex 84 program is initiated for its proper purpose. Garden Plot is the program to control the population. Cable Splicer is the program for an orderly takeover of the state and local governments by the federal government. FEMA is the executive arm of the coming police state and thus will head up all operations. The Presidential Executive Orders already listed on the Federal Register also are part of the legal framework for this operation.

The camps all have railroad facilities as well as roads leading to and from the detention facilities. Many also have an airport nearby. The majority of the camps can house a population of 20,000 prisoners. Currently, the largest of these facilities is just outside of Fairbanks, Alaska. The Alaskan facility is a massive mental health facility and can hold approximately 2 million people.

I had a dream in which my husband and I were taken to a detention camp set up in the parking lot of the Wal-Mart in my hometown, where were had to live with our child in a cardboard shack about four feet high. Then, I thought it was just indicative of me watching one too many documentaries about the Holocaust that week. Now, I'm wondering how prescient it was.

Rex 84, short for Readiness Exercise 1984, was a plan by the United States federal government to test their ability to detain large numbers of American citizens in case of massive civil unrest or national emergency. Exercises similar to Rex 84 happen periodically. From 1967 to 1971 the FBI kept a list of persons to be rounded up as subversive, dubbed the "ADEX" list. (Donner, Age p. 166.)

The Rex-84 Alpha Explan (Readiness Exercise 1984, Exercise Plan), indicates that FEMA in association with 34 other federal civil departments and agencies conducted a civil readiness exercise during April 5-13, 1984. It was conducted in coordination and simultaneously with a Joint Chiefs exercise, Night Train 84, a worldwide military command post exercise (including Continental U.S. Forces or CONUS) based on multi-emergency scenarios operating both abroad and at home. In the combined exercise, Rex-84 Bravo, FEMA and DOD led the other federal agencies and departments, including the Central Intelligence Agency, the Secret Service, the Treasury, the Federal Bureau of Investigation, and the Veterans Administration through a gaming exercise to test military assistance in civil defense.
The exercise anticipated civil disturbances, major demonstrations and strikes that would affect continuity of government and/or resource mobilization. To fight subversive activities, there was authorization for the military to implement government ordered movements of civilian populations at state and regional levels, the arrest of certain unidentified segments of the population, and the imposition of martial rule. <1>
Existence of a master military contingency plan, "Garden Plot" and a similar earlier exercise, "Lantern Spike" were originally revealed by alternative journalist Ron Ridenhour, who summarized his findings in "Garden Plot and the New Action Army", (CounterSpy, 1975).

59. I suspect that the additional buildings are in case
of another terrorist strike in the U.S., the bush administration might order the mass detention of all Muslims, Arabs, Arab-Americans, etc.in America as happened to the Japanese-Americans during World War II. The U.S. also took in Japanese, German, and Italian (non-military) civilians from Central and South America during World War II.) Just a frightening thought but nothing seems outside the realm of possibility any more.

now it's us - and now they're the big government making big spenders and we're the ones calling for fiscal responsibility and freedom from government surveillance.

Lawd how things change in 20 or so years. I wonder what the situation will be in 2026? Let me guess - the Freeps will be fighting for abortion rights and we'll be clamoring for war against some third world nation ...

62. That wasn't that long ago friend...
it was the early to mid nineties. My how times have changed. They are now supporting the very thing they feared: Government intrusion, spying, jack-booted thugs, detention camps and secret prisons, NATION BUILDING.... Its amazing to me the hypocricy. Oh, and how about the gun supporters? Looks like the neocons are coming after them next.
